Risk & Business Control Manager – Financial Crime Operations
Location: London/Hybrid
Contract Duration: 12 months
Compensation: Day rate £750 via Umbrella Company

My client is one of the largest financial institutions headquartered in Japan, with an established presence across all consumer and corporate banking businesses. Through its subsidiaries and affiliates, they offer a diverse range of financial services, including commercial banking, leasing, securities, credit card, consumer finance, and other services.
Purpose of the Job
The purpose of the Risk & Business Control Manager within OAD Planning Risk & Control (FCMO), is to provide effective oversight, challenge, and coordination of the risk and control environment across FCMO, ensuring that:
- Risks are proactively identified, assessed, monitored, and managed within the Bank's risk appetite and regulatory requirements.
- The control framework remains robust, comprehensive, and effective, with appropriate governance, monitoring, and remediation of control weaknesses.
- Business activities are conducted in accordance with internal policies, regulatory obligations, and the organisation’s values, promoting a strong risk culture and sustainable operational resilience.
- Risk, audit, and compliance issues are effectively tracked, escalated, and remediated, with clear accountability and timely reporting to senior management and relevant governance forums.
- Strategic change initiatives, process improvements, and business growth are supported through appropriate risk assessment and control oversight.
Accountabilities & Responsibilities
This role is responsible for:
- Partnering with FCMO management, process owners, and control owners to identify, assess, monitor, and manage operational and financial crime risks arising from customer onboarding, periodic and event-driven reviews, KYC data maintenance, sanctions and PEP screening, transaction monitoring, fraud controls, and related regulatory processes.
- Maintaining effective first-line risk and control governance across FCMO, including ownership and oversight of risk and control assessments, control inventories, KRIs, KCIs, procedures, management information, and reporting to relevant governance forums.
- Analysing FCMO control performance, customer review and alert backlogs, quality assurance results, risk ratings, incidents, breaches, audit findings, and compliance actions to identify emerging risks, thematic weaknesses, and areas requiring management attention or remediation.
- Coordinating the investigation and management of FCMO operational risk events and control failures, ensuring root causes are identified, corrective actions are appropriately designed, lessons learned are applied across relevant teams, and remediation is tracked to timely completion.
- Leading or supporting targeted risk and control reviews across FCMO processes, including assessments of control design and operating effectiveness, procedure adherence, data quality, workload and capacity, escalation arrangements, and end-to-end customer journeys.
- Overseeing FCMO audit, compliance, and regulatory actions, providing robust challenge to action owners, escalating delivery risks, and supporting the production of clear evidence to demonstrate sustainable remediation.
- Assessing the risk and control impact of regulatory, policy, process, system, and organisational changes affecting FCMO, and ensuring that implementation plans, procedures, training, governance, and post-implementation monitoring are proportionate and effective.
- Building effective relationships across FCMO, Front Office, Operations, Financial Crime Compliance, Risk, Legal, Technology, and Internal Audit, providing independent challenge and promoting clear ownership, timely escalation, and a strong risk and control culture.

Knowledge, Skills, Experience & Qualifications
- Risk and Control Management: Strong understanding of non-financial risk frameworks, first-line control responsibilities, and the design, assessment, monitoring, and remediation of controls within a regulated financial crime operations environment.
- FCMO Business Knowledge: Strong knowledge of FCMO's first-line activities, including customer onboarding, periodic and event-driven reviews, customer risk assessment, KYC data maintenance, sanctions and PEP screening, transaction monitoring, fraud controls, quality assurance, and regulatory control processes.
- Financial Crime Risk and Regulation: Good understanding of AML/CTF, sanctions, fraud, PEP, and adverse-media risks, together with relevant EMEA regulatory expectations and the application of risk-based customer due diligence and escalation requirements.
- Governance, MI, and Issue Management: Demonstrable ability to analyse KRIs, control performance, operational incidents, backlogs, quality findings, audit and compliance actions, and regulatory matters; identify trends and emerging risks; and provide clear, timely reporting to management and governance forums.
- Stakeholder Management and Communication: Proven ability to act as a trusted adviser, provide robust and independent challenge, and work effectively with Front Office, Operations, Financial Crime Compliance, Risk, Legal, Technology, and Internal Audit. Able to translate complex financial crime and control matters into concise analysis, decisions, and actions.

Specific Requirements
- Relevant experience in a Business Control Officer, risk and control, financial crime operations, compliance monitoring, or audit function within a major financial institution.
- Strong analytical and numerical capability, with experience of producing risk and control MI, identifying thematic weaknesses, and supporting prioritised remediation.
- Practical knowledge of end-to-end FCMO processes and their supporting systems, data, procedures, and controls across EMEA; relevant risk, compliance, or financial crime qualifications are desirable.
