The Infrastructure & Capital programmes team is part of Deloitte’s Major Programmes practice (part of the wider Human Capital offering). Major Programmes typically involve the delivery of a major capital asset or infrastructure through large, complex programmes that require significant investments and span multiple years. Historically, most Programmes of this scale and impact fail to deliver value, on time and on budget.
Over the last 50 years, the world has changed significantly, but the approach to tackling these increasingly cross-cutting, capital intensive and technologically complex programmes has not evolved at the same pace. Our clients look to us and our deep and broad programme delivery expertise to lead them through complex transformations and implement new and effective ways to deliver major programmes.
Our market leading next generation delivery approach, Programme Aerodynamics, replaces siloed, conventional, linear thinking with multi-disciplinary capability to help our clients deliver their most critical and demanding programmes while reinforcing Deloitte’s commitment to purpose-led change. Programme Aerodynamics is a fundamentally new approach bringing together mindsets, expertise, methodologies, and solutions from Strategy, Programme, Digital, Programme Leadership and Human Centred Transformation to better anticipate, shape and manage change in Major Programmes. It empowers project leaders to effectively anticipate and manage change, risk and uncertainty across a programme’s lifecycle, shaping its success. Our practice comprises a blend of those who have worked previously in industry (in both technical and non-technical roles) and those who have prior consulting experience. The Infrastructure and Capital Programmes team within Deloitte’s Major Programmes Consulting practice works with organisations across asset-intensive sectors delivering large, complex capital programmes and managing the operations and maintenance of major infrastructure assets. We are specifically seeking a Manager with proven expertise in advising clients in the set up and delivery of Programme Controls. This role will be crucial in supporting our clients to make effective decisions and deliver complex Infrastructure & Capital Programmes successfully by focussing on providing clients with tools and expertise to both transform and improve programme performance.
Our work spans sectors including Transport (Rail, Road, Aviation), Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternate Fuels, Defence, Manufacturing, and Telecommunications. We leverage Deloitte's breadth of expertise, including strong ties with Deloitte Digital, Risk Advisory, Real Estate, and Corporate Finance, to deliver comprehensive solutions. As a global centre of excellence, we collaborate with other geographies and member firms on high-profile engagements. This role offers the opportunity to work across diverse sectors, deploying your experience to help clients deliver programmes, manage operations, and maintain infrastructure assets. You will have access to a recognised development programme and market-leading frameworks successfully implemented on high-profile projects.
Your Role
Deloitte has been a strategic partner on some of the largest and most complex infrastructure & capital programmes globally to set up, deliver and transform their programme controls capability. As a strategic growth area, the I&CP team requires a Manager with Programme Controls experience to deliver transformation services across the following key areas:

- Strategic Programme Controls: Designing, implementing, and managing strategic Programme Controls frameworks. Going beyond basic project controls through strategic planning, risk management, cost control and performance reporting aligned with overall programme objectives.
- Programme Controls Transformation: Leading others through the complexities of transforming their programme delivery capabilities to manage the most complex and significant Infrastructure & Capital Programmes. This involves designing and implementing tailored solutions to address specific client challenges.
- Operating Model Design: Establishing robust, efficient, and effective programme controls functions for our clients through operating model design and implementation.
- Programme Controls Systems: Optimising integrated solutions (i.e. digital) to enhance capabilities. This involves advising clients on the configuration and deployment of systems for robust data management, reporting and analytics to generate actionable insights for complex programmes.

As a Manager, you will:
- Take the lead in partnering with clients to solve complex issues, through leading teams to design, shape and deliver strategically significant Programme Controls transformation projects. We are looking for candidates that have experiences in at least 2 of the following disciplines of Programme Controls:
- Baseline Control & Change Management: Supporting clients to establish and maintain accurate baselines to ensure effective control and successful delivery of major programmes, within dynamic programme environments. This includes managing and controlling changes in response to evolving programme requirements and external factors.
- Programme Planning: Supporting clients build, manage and enhance their programme schedules to be able to navigate complex and unstable programme environments.
- Cost Control & Value Management: Supporting clients implement robust cost controls, identify and realise value-for-money opportunities, and manage cost changes effectively within evolving programme environments.
- Risk Management: Supporting clients to proactively identify, assess, and mitigate key programme risks through qualitative and quantitative risk methods.
- Commercial & Contract Management: Supporting clients in effectively managing commercial agreements and contracts throughout the programme lifecycle, mitigating commercial risks and ensuring compliance with contractual obligations to safeguard programme objectives and financial performance.
