The Infrastructure and Capital Programmes team within Deloitte’s Major Programmes Consulting practice works with organisations across asset-intensive sectors delivering large, complex capital programmes and managing the operations and maintenance of major infrastructure assets. We are currently recruiting for individuals with experience supporting clients across major programme lifecycle phases, including programme setup, operating model design and organisational capability development to enable effective delivery of complex Infrastructure & Capital Programmes.

Our work spans sectors including Transport (Rail, Road, Aviation), Energy Transition, Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternate Fuels, Defence, Manufacturing, and Telecommunications. We leverage Deloitte's breadth of expertise, including strong ties with Deloitte Digital, Risk Advisory, Real Estate, and Corporate Finance, to deliver comprehensive solutions. As a global centre of excellence, we collaborate with other geographies and member firms on high-profile engagements. This role offers the opportunity to work across diverse sectors, deploying your experience to help clients deliver programmes, shape organisations and establish conditions for successful programme outcomes.

Your Role

The Infrastructure & Capital Programmes team are looking for skills and experience across four connected areas:

  • Programme and enterprise set-up - Defining the organisation’s role, purpose and delivery model; considering internal and external factors such as strategy, programme context, market conditions and supply-chain maturity; and translating these into mobilisation and transition plans.
  • Operating model design – Designing and implementing target operating models (configuring programme objectives across different operating model layers), organisational structures, governance frameworks, and decision-making processes to enable effective programme delivery
  • Capability Development - Defining capability frameworks (the scale and maturity of capabilities needed at different lifecycle stages), assessing organisational performance maturity, and delivering capability improvements required to deliver complex capital programmes
  • Transformation Delivery – Supporting the implementation of organisational, process and governance related changes required to embed sustainable improvements in programme performance.

As a Manager, you will:

  • Assist with the design and development of major programmes, including definition of programme strategy, set up, mobilisation and delivery
  • Support the design and implementation of Target Operating Models, including elements of organisation design, governance, processes, decision-making frameworks, and data and information flows
  • Develop capability models that describe the capabilities and sub-capabilities the organisation needs to execute its strategy, including what is delivered internally or through partners and suppliers
  • Define how capability requirements, scale and maturity change across the programme lifecycle, and translate this into capability roadmaps and transition states
  • Deliver capability assessments and maturity diagnostics, identifying gaps and supporting the development of improvement roadmaps across major programme functions
  • Define organisation structures, roles, accountabilities, interfaces, decision rights and ways of working, and test designs with stakeholders
  • Define readiness criteria for key programme phases, undertake iterative readiness assessments, and support scenario-based testing and assurance to determine whether the organisation is match fit to deliver
  • Support mobilisation and readiness activities, including development of mobilisation plans, readiness criteria, and implementation tracking
  • Work with senior stakeholders, including programme leadership and executive teams, to support the delivery of transformation initiatives
  • Contribute to the delivery of transformation workstreams, including planning, managing interdependencies, and tracking progress, risks, and issues
  • Produce high-quality project deliverables aligned to engagement objectives and timelines
  • Demonstrate strong communication, presentation, and facilitation skills across client and Deloitte stakeholders
  • Support the growth of client relationships, identifying new opportunities within both existing and new clients, and supporting proposals to win work. This includes commercial awareness around infrastructure ownership and project delivery (e.g. supply chain challenges, risk and controls, incentivisation) and engagement management (including bidding and performance management)
  • Demonstrate excellent presentation, facilitation, and communication skills across all levels of client and Deloitte stakeholders. This includes the ability to present to client/stakeholders at all levels in an organisation

Your Professional Experience

To help grow our Infrastructure & Capital Programmes practice, it is desirable to have hands-on experience in at least one of the following:

  • Designing or implementing an operating models in major programmes
  • Defining capability models, maturity criteria or capability roadmaps (i.e. evidence-based maturity assessments and/or delivering targeted capability improvements)
  • Defining delivery models, mobilisation or transition plans that includes readiness criteria and assessments

You should also have experience in most of the following:

  • Working in capital-intensive sectors such as Transport, Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternative Fuels, Manufacturing or Telecommunications, and applying relevant industry insight to client challenges.
  • Delivering work on major capital programmes or large infrastructure assets across stages such as strategy, set-up, mobilisation, delivery, transition, operations or assurance.
  • Structuring and solving complex organisational and programme-delivery problems using robust analysis and clear evidence.
  • Engaging senior stakeholders, facilitating collaborative working sessions and presenting recommendations clearly at different levels of an organisation.
  • Working effectively in multi-disciplinary teams and fast-paced project environments, while managing priorities, dependencies, risks and issues.
  • Producing concise, high-quality deliverables with strong attention to detail and a clear link between findings, recommendations and intended outcomes.
  • Taking ownership for your work, using initiative and maintaining momentum through ambiguity and change.
  • Building trusted relationships with clients and colleagues through strong communication, collaboration and professional judgement.

Major Programmes typically involve the delivery of a major capital asset or infrastructure through large, complex programmes that require significant investments and span multiple years. Historically, most Programmes of this scale and impact fail to deliver value, on time and on budget.
