Capital Assessment Team

The Prudential Regulation Authority (PRA), is responsible for the safety and soundness of around 1,500 banks, building societies, credit unions, insurers and major investment firms across the UK. We play a vital role in promoting a resilient financial system that supports households, businesses and the wider economy.

We are looking for an experienced capital specialist to join our Capital Assessment Team (CAT) within the Specialist Supervision Division. The role sits within UK Deposit Takers Supervision, the area of the PRA responsible for supervising UK banks, building societies and credit unions.

This is an opportunity to apply and further develop deep expertise in banking capital, prudential risk and stress testing while working on issues that directly influence regulatory decisions. You will engage with a wide range of firms, from newly authorised banks through to established institutions, assessing their resilience and providing expert advice that helps ensure firms remain financially sound through changing economic conditions.

The role would suit candidates from a range of backgrounds, including prudential supervision, banking, treasury, prudential risk, capital management, regulatory policy, prudential consulting and stress testing.

About the Team

The Capital Assessment Team (CAT) is a specialist team of around 15 colleagues within UK Deposit Takers Supervision, responsible for assessing capital adequacy across a broad population of small to medium sized UK banks and building societies.

These firms play an important role in supporting households and businesses across the UK. The team's work helps ensure that they hold sufficient financial resources relative to the risks they face and that their capital planning remains robust through changing economic conditions.

The team also contributes to the PRA's understanding of risks and vulnerabilities across the sector through cross-firm analysis, quantitative assessment and analysis of sector-wide vulnerabilities and how firms across the sector may be affected under adverse economic conditions.

A significant proportion of the team's work involves undertaking capital assessments (C-SREPs), including reviews of firms' Internal Capital Adequacy Assessment Processes (ICAAPs) and wider capital planning frameworks. The team's analysis directly informs regulatory capital decisions and on firms' individual regulatory capital requirements for a broad population of small to medium-sized banks and building societies. The team is also playing a leading role in implementing major prudential reforms, including Basel 3.1 and the Small Domestic Deposit Taker (SDDT or "Strong and Simple") regime. Alongside this, the team contributes to the PRA's understanding of sector-wide risks and vulnerabilities through cross-firm analysis and assessment of resilience under adverse economic conditions.

The team is playing a leading role in implementing major prudential reforms, including Basel 3.1 and the Small Domestic Deposit Taker (SDDT or "Strong and Simple") regime, providing a unique opportunity to influence how these changes are applied in practice across a large population of UK firms.

The team sits within the Specialist Supervision Division (SSD), a centre of expertise covering key prudential risks including capital, liquidity, credit risk and operational resilience. SSD specialists work closely with supervisors, policymakers and senior decision-makers across the Bank of England.

You will:

  • Lead reviews of firms' Internal Capital Adequacy Assessment Processes (ICAAPs) and wider capital planning frameworks.
  • Assess key risks to firms' capital positions and provide recommendations that inform regulatory capital decisions.
  • Deliver both qualitative and quantitative analysis of firms' business models, risk profiles and resilience.
  • Engage directly with senior executives and Board members, providing technical challenge and discussing firms' capital positions, risk profiles and resilience plans.
  • Produce clear, evidence-based assessments and present findings to senior colleagues and decision-making forums.
  • Support the implementation of major prudential policy developments, including Basel 3.1 reforms and other developments affecting banking capital requirements.
  • Provide technical input to newly authorised and growing banks as they develop their capital frameworks and planning capabilities.
  • Contribute to the PRA's understanding of vulnerabilities and emerging risks across the sector through analytical work, including assessment of how firms across the sector may be affected under adverse economic conditions.
  • Help develop analytical tools, methodologies and approaches used to assess capital adequacy across firms.
  • Support and develop colleagues through coaching, mentoring and technical leadership.

Wider Contribution

  • Enhancing how data, analytics and technology are used in prudential supervision.
  • Developing analytical methodologies and frameworks used to assess resilience under a range of economic conditions.
  • Assessing the implications of emerging prudential policy developments for firms and supervisors.
  • Identifying cross-firm trends, risks and vulnerabilities across the banking sector.

Role Requirements

Minimum Criteria

  • Experience gained within financial services, prudential regulation or a related professional environment.
  • Knowledge of banking, financial risk management, prudential regulation or capital adequacy concepts.
  • Strong analytical skills, with the ability to interpret complex financial information, exercise sound judgement and draw well-supported conclusions.
  • The ability to understand and assess detailed quantitative and qualitative analysis, including material related to firms' capital planning and risk management.
  • Effective written and verbal communication skills, with the ability to adapt communication style to different audiences.
  • A proven track record of delivering high-quality work and managing competing priorities effectively.
  • A collaborative approach and commitment to supporting colleagues and contributing to an inclusive working environment.

Essential Criteria

  • Strong technical knowledge and practical experience relating to banking capital, capital adequacy assessments, ICAAP, capital planning, prudential risk or closely related disciplines.
  • Experience assessing, developing, challenging or applying capital adequacy frameworks, capital planning processes, ICAAPs, regulatory capital requirements or related prudential risk management practices.
  • Experience working with internal capital adequacy assessments (ICAAPs), regulatory capital frameworks, banking balance sheets, capital management processes or equivalent prudential disciplines.
  • Strong stakeholder management skills, including experience building credibility with senior internal and external stakeholders.
  • Strong written and verbal communication skills, including the ability to translate complex technical subjects into clear and accessible messages for both specialist and non-specialist audiences.
  • Experience leading technically demanding analytical work and taking ownership of delivery.
  • Sound judgement and the ability to make proportionate, risk-based decisions in situations involving incomplete or complex information.
  • The ability to construct and defend evidence-based conclusions and challenge appropriately where required.
  • Strong organisational skills, including the ability to prioritise effectively and deliver high-quality outputs to demanding deadlines.

Desirable Criteria

  • Experience conducting, reviewing or challenging ICAAPs, capital adequacy assessments or prudential reviews.
  • Experience of banking stress testing, scenario analysis, balance sheet modelling or capital forecasting.
  • Experience engaging with senior stakeholders such as Chief Financial Officers, Chief Risk Officers, Treasurers or Executive / Board-level committees.
  • Knowledge of UK or international prudential capital frameworks, including Basel standards and their implementation.
  • Experience using data analytics, modelling, coding or other analytical tools to support financial risk assessment.
  • Experience of supervision, regulatory policy, consultancy or audit work in prudential risk, capital or treasury-related areas.
  • A keen interest in improving analytical approaches, processes and ways of working.
