Job Title
Key Responsibilities
- Lead the pricing and commercial development of strategic highways and street-lighting term maintenance tenders.
- Develop client information into accurate, competitive and commercially robust estimates.
- Develop robust, competitive and deliverable tender estimates that support profitable growth.
- Establish tender pricing strategies, incorporating risk, opportunity and market intelligence.
- Lead the estimating team and coordinate inputs from operational, commercial, procurement and bid functions.
- Coach, mentor and develop estimating professionals, driving capability growth, succession planning and improved of estimating standards across the business.
- Prepare and review cost models covering labour, plant, materials, subcontractors, preliminaries and overheads.
- Manage supply chain enquiries, quotation reviews and adjudications.
- Present pricing recommendations and commercial strategies at governance and tender sign-off reviews.
- Support clarification meetings, negotiations and client engagement activities.
- Undertake estimate assurance and peer reviews across strategic opportunities.
- Drive continuous improvement, digital estimating, lessons learned and estimating best practice.

Key Skills, Qualifications And Experience
- Extensive estimating experience within highways, infrastructure, civil engineering or term-maintenance environments.
- Proven track record of developing winning and profitable tender submissions.
- Strong knowledge of NEC contracts, specifications and commercial risk management.
- Experience leading multidisciplinary tender teams and managing competing deadlines.
- Strong commercial awareness and ability to develop estimates from first principles.
- Excellent analytical, problem-solving and numerical skills with a high attention to detail.
- Strong communication and stakeholder management skills, with the confidence to influence senior leaders.
- Experience using Candy or similar estimating software, alongside advanced Excel capabilities.
- Degree qualified or equivalent industry experience.
- Professional membership of RICS, CIOB or ACostE desirable.
- Flexible towards travel
