Overview
Fuel Recruitment is working with a leading infrastructure and energy organisation that’s looking for a Commercial Manager / Senior Commercial Manager to join their growing team. This is an excellent opportunity for an experienced commercial professional with a strong background in regulated electricity networks to play a key role in supporting major transmission and distribution programmes across the UK. The successful candidate will provide strategic commercial insight, support framework pricing and procurement activities, and help drive commercial performance across a portfolio of regulated utility projects. The role will suit someone with a deep understanding of RIIO, framework returns, DNO/TO commercial models and the wider UK utilities market.
Key Responsibilities
- Provide commercial leadership across electricity transmission and distribution projects and framework agreements.
- Support the development and submission of framework pricing, rates and commercial proposals.
- Advise stakeholders on market conditions, pricing trends and framework performance, bringing a clear view of where the market is and how it is evolving.
- Monitor commercial performance, framework returns and project profitability, identifying risks and opportunities for improvement.
- Support procurement and tender activities, drawing on experience of both contractor and client-side commercial environments.
- Build and maintain strong relationships with clients, delivery teams and key stakeholders across regulated utility programmes.

Key Skills / Experience
- Proven experience in a Commercial Manager, Senior Commercial Manager, Senior Quantity Surveyor or similar commercial leadership role within the utilities, infrastructure or energy sectors.
- Strong understanding of RIIO regulation, regulated utility procurement and UK DNO/TO commercial models.
- Experience developing, reviewing and submitting rate cards and pricing schedules into framework agreements.
- Ability to provide strategic guidance on framework returns, commercial performance and pricing competitiveness.
- Experience assessing procurement exercises from the client side, including tender evaluation and commercial review processes.
- Strong knowledge of NEC contracts and commercial management principles.
- Excellent analytical, negotiation and stakeholder management skills.
- Able to interpret commercial and market data and provide recommendations that support business growth and profitability.
- Strong communication skills with the ability to influence senior stakeholders and clients.

Desirable Experience
- Extensive experience within regulated electricity transmission and distribution environments.
- Exposure to both Distribution Network Operators (DNOs) and Transmission Owners (TOs).
- Experience supporting framework renewals, strategic pricing submissions and regulated procurement activities.
- Underground Cable (UGC) project experience.
- Overhead Line (OHL) project experience.
- Experience across wider energy transition, renewable energy or utility infrastructure programmes.
