About The Role

Managing Quantity Surveyor – Balfour Beatty – Connect Plus Services (CPS)

Location: Dartford, Leatherhead or South Mimms

We have an exciting opportunity for a Managing Quantity Surveyor to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.

CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

What you'll be doing

  • Leading the Connect Plus Services team managing the commercial change process. This will involve the development of and evaluation of changes and variations, including the preparation of cashflows, forecasts and cost control and management.
  • The role will also work closely with the post contract QS teams to manage commercial aspects of the subcontractors and self-delivery teams.
  • This will involve all aspects of construction including structures, technical services, traffic signalling and road traffic electronic signage across the Area 5 network.
  • Manage the team of estimators and Quantity Surveyors with support from the wider CPS team to develop and define changes to the works and to develop the pricing of variations on the project.
  • Negotiating with Connect Plus (Employer) and National Highways (Employer) to agree changes in project costs due to Change.
  • Calculate benchmark rates on an annual basis to be used with change estimates.
  • Work closely with the project change/commercial team to measure and value works to refine cost models and pricing baseline for change including cost verification audits.
  • Develop and maintain a working knowledge of the bespoke DBFO contract and act as a first point of contact for day-to-day contractual queries.
  • Roll out the use of CANDY for estimating changes in contract cost.
  • Refine forecast and investment model.
  • Prepare weekly and monthly budget/cost reports and take part in budget/cost reviews.
  • Assist with preparing the monthly report for the CPS Senior Team including progress, fees earned, cost to date, forecast and EVM.
  • Work generally as a Senior QS on one of the largest Road projects in Europe.
  • Report, on a quarterly basis, the performance against the forecast for Strategic Changes.
  • Manage applications to the Employer for all completed change-related works.
  • Take part and contribute to the M25 Community events (CTSG and commercial forums).
  • Manage the Change Register to ensure contract change is tracked and in accordance with client requirements.

Who we're looking for

The role will be varied and multi-discipline working effectively as a precontract and post contract Managing QS, you will have experience in highways works and a good knowledge of road structures, traffic monitoring, signalling and electronic signage equipment and pre and post contract Quantity Surveying disciplines.

  • Previous experience of superintending a team of commercial staff.
  • Strong experience in negotiation with clients, stakeholders and supply chain partners.
  • Whilst the contract is bespoke, you will also need relevant experience in commercial management of NEC subcontracts.
  • Membership of a relevant professional body and/or working towards a relevant professional qualification is desirable, such as RICS/CInstCES.
  • A valid CSCS card is required.
  • Previous experience of running and managing a Commercial Team.
