Marine Agent / Offshore Construction Manager

Job Overview

The CWA is seeking a Marine Agent / Offshore Construction Manager to lead the safe and effective delivery of offshore construction activities as part of a self-delivery team. Acting as the Project Manager's representative at the offshore worksite, the role will coordinate site teams, vessels, marine plant and equipment to ensure works are delivered in accordance with the program, approved methods and technical requirements.

This is an opportunity for an experienced marine construction professional to take ownership of offshore delivery while contributing to one of the UK's most significant infrastructure and energy projects.

Key Responsibilities

  • Provide visible leadership across offshore operations, coordinating daily activities and maintaining delivery continuity between the worksite, onshore support teams, Offshore Superintendents, vessel crews, client representatives, and subcontractors.
  • Champion high standards of health, safety, and environmental performance, leading Toolbox Talks, pre-task briefings, safety tours, field audits, and behavioral safety initiatives.
  • Oversee the production and management of permits, including Hot Works and Confined Space Permits, while supporting incident investigations and the effective management of temporary works.
  • Lead the implementation of technical requirements, resolve construction and delivery issues, support constructability reviews, and coordinate marine operations in line with the construction program.
  • Maintain accurate offshore records, including progress reports, task planning, permits, and correspondence.
  • Contribute to planning, productivity tracking, quality assurance, handover documentation, risk reviews, procurement planning, and commercial management.
  • Support the development of high-performing and inclusive teams through clear objectives, coaching, and consistent leadership.

Qualifications and Experience

  • Proven experience leading offshore or marine construction site operations.
  • Typically, 3–5 years' experience in offshore or marine construction delivery.
  • Strong understanding of safe systems of work and HSE standards relevant to offshore construction.
  • Ability to plan, coordinate, and deliver offshore works in line with programs, specifications, method statements, and risk assessments.
  • Experience producing and managing permits, including Hot Works, Confined Space, and Working at Height permits.
  • Strong technical understanding and the ability to resolve construction issues in collaboration with design and engineering teams.
  • Experience coordinating marine operations, vessels, marine plant, equipment, and subcontractors.
  • Proven ability to maintain accurate site records, daily progress reports, and contractual correspondence.
  • Understanding of quality processes, non-conformance management, inspections, audits, and handover documentation, including LTQRs.
  • Experience tracking productivity and site production using graphical tools and key performance indicators.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Ability to work independently, take ownership of offshore delivery, and escalate risks, issues, and changes appropriately.
  • Experience supporting risk and opportunity reviews, procurement planning, and commercial forecasting.
  • Formal qualification in construction, engineering, maritime operations, or a related discipline, such as an HNC, HND, BSc, or BEng, or demonstrable equivalent experience.
  • CSCS card and SMSTS, or equivalent HSE site management training.
  • Sea Survival certification, such as STCW, OPITO-approved BOSIET, or equivalent, or willingness to obtain this during onboarding.
  • Current UK driving license.
