Great British Energy Nuclear (GBE-N)
Great British Energy Nuclear (GBE-N) is a new government arm’s length body supporting the delivery of Britain’s energy security and net zero, making sure that we can power Britain from Britain sustainably. It has been set up to turn nuclear ambition into reality.
GBE-N’s first step was to start the technology selection process for Small Modular Reactors (SMRs) in July 2023. SMRs can potentially be quicker to deploy and less expensive to build than traditional nuclear power plants because they are smaller, have factory based modular manufacturing, and more flexible deployment options.
GBE-N is aiming to deliver fast, based on a supportive and collaborative culture which values equality and diversity and creates an inclusive workplace. Role
The Master Planning Engineering Lead is the client-side technical integration lead for masterplanning and site layout within the SMR Project, initially focused on Wylfa and supporting the development of a repeatable GBE-N masterplanning capability for future fleet deployment. Reporting to the Pre-Construction Engineering Lead, this Technical Expert role is responsible for leading the controlled development of the masterplanning design basis, requirements integration, spatial coordination and interface management needed to progress from current Wylfa masterplanning evidence into Concept Design readiness.
The role acts as an intelligent customer and owner-side integration lead, coordinating, challenging and assuring masterplanning inputs and outputs from the Technology Partner, Foundation Engineering Partner, Owner’s Engineer, consultants and internal GBE-N workstreams. The role is not intended to self-perform all design activities; it provides technical leadership, integration authority, delivery management and assurance of the sitewide masterplanning baseline.
The role will ensure that Wylfa masterplanning decisions are evidence-based, traceable and aligned with project requirements, safety, security, safeguards and environmental considerations, land and consenting strategy, construction phasing, Site Ancillaries, Enabling Works, Associated Developments, Technology Partner interfaces and future operational needs. It will support structured optioneering, governance decisions, Concept Design Gate readiness and subsequent design maturity by ensuring that assumptions, constraints, risks, information gaps, interfaces and decision dependencies are clearly identified, controlled and escalated.

The role will also contribute to the development of reusable masterplanning methods, evidence structures, site component logic, optioneering approaches and lessons learned to support future NOAK deployment, fleet replication and wider GBE-N SMR programme capability. The successful candidate will be comfortable working in a fast-paced FOAK programme environment where scope, information maturity and delivery arrangements continue to evolve, while maintaining discipline around technical integrity, traceability, integration, assurance and decision quality.
Responsibilities
- Own the development, maintenance and controlled evolution of the SMR Project masterplanning design basis and sitewide masterplan, ensuring alignment with project requirements, assumptions, constraints, evidence sources, governance arrangements and Concept Design objectives.
- Act as the client-side intelligent customer and owner-side technical integration lead for masterplanning, coordinating, challenging and assuring outputs from the Technology Partner, Foundation Engineering Partner, Owner's Engineer, consultants and internal workstreams to ensure delivery of a robust and integrated masterplanning baseline.
- Lead requirements integration and spatial coordination across the site, ensuring that operational, safety, security, safeguards, environmental, construction, consenting and stakeholder requirements are captured, traced and reflected within the masterplan.
- Establish and manage the sitewide integration framework, including Product Breakdown Structures, Work Breakdown Structures, responsibility matrices, interface registers, assumptions, constraints, dependencies and decision records needed to control complex scope boundaries.
- Define, manage and assure interfaces across all project boundaries, including reactor technology, site infrastructure, utilities, logistics, enabling works, associated developments, regulatory requirements and future operational arrangements.
- Lead the integration of Site Ancillaries, Enabling Works, Associated Developments, construction phasing and logistics strategies, ensuring that permanent and temporary infrastructure, land use, access arrangements, utilities and deployment activities are spatially and programmatically coherent.
- Lead structured optioneering, layout strategy development and decision support activities, providing evidence-based recommendations, governance materials, risk assessments, trade-off evaluations and decision records to support project maturity and investment decisions.
- Work closely with safety, security, safeguards, environmental, licensing, planning and consenting teams to ensure that masterplanning solutions support regulatory expectations, consent strategies and future operational requirements.
- Manage and assure the technical delivery of partner organisations and consultants, including scope definition, deliverable management, technical reviews, acceptance criteria, quality expectations and close-out of actions and issues.
- Develop and embed reusable masterplanning methods, standards, evidence structures and lessons learned to support future fleet deployment, design replication, NOAK delivery and wider GBE-N programme capability.

Knowledge, Skills and Experience
- Significant experience in masterplanning, infrastructure planning or major project delivery within regulated sectors such as nuclear, energy, defence, transport or utilities.
- Experience acting as an intelligent customer, owner's engineer or technical integration lead, managing and assuring work delivered by consultants, contractors and delivery partners.
- Strong understanding of concept design, requirements management, technical assurance, governance, configuration control and design maturity.
- Proven capability in interface management, optioneering, decision support and integration across complex multi-disciplinary programmes.
- Knowledge of UK nuclear and major infrastructure delivery, including regulatory, consenting, environmental and construction considerations, with the ability to work effectively in a fast-paced FOAK environment.
Qualifications
- Degree or equivalent experience in civil engineering, architecture, urban planning, infrastructure planning, nuclear engineering, systems engineering, construction management or a related discipline.
- Chartered status and sector-relevant professional training are desirable.
