M&E Project Manager – Capital Works Delivery

BD Group is seeking an experienced and technically skilled M&E Project Manager to lead the delivery of Mechanical and Electrical capital works projects across a diverse portfolio of housing, corporate property and regeneration schemes.

This is an exciting opportunity for a building services professional with strong project management expertise to play a key role in delivering complex projects from feasibility and design through to construction, commissioning and handover. Working across projects delivered for the London Borough of Barking & Dagenham, BD Group entities and third-party clients, you will ensure projects are delivered safely, compliantly, on time and within budget while driving sustainability, asset performance and value for money.

Key Responsibilities

  • Lead the delivery of Mechanical and Electrical capital works projects from inception through to completion.
  • Manage project scope, programme, budgets, quality standards, risks and stakeholder expectations throughout the project lifecycle.
  • Develop and maintain project plans, risk registers, governance documentation and delivery programmes.
  • Coordinate consultants, contractors, operational teams and client representatives to ensure effective project delivery.
  • Provide M&E technical input into feasibility studies, option appraisals, business cases and investment planning.
  • Manage design development and technical assurance activities across projects, ensuring compliance with statutory and industry requirements.
  • Review and challenge consultant and contractor proposals to ensure deliverable, cost-effective and compliant solutions.
  • Promote energy-efficient, low-carbon and future-proofed building services solutions across projects.
  • Develop M&E scopes, specifications and Employer's Requirements for tender and procurement activities.
  • Support procurement processes, tender evaluations and contractor selection activities.
  • Monitor contractor performance through site inspections, project meetings and progress reviews.
  • Review RAMS, commissioning plans, technical submissions and installation methodologies where appropriate.
  • Ensure compliance with Building Regulations, CDM requirements, fire safety, electrical safety, gas safety and all relevant statutory obligations.
  • Manage project risks, issues, variations and change control processes.
  • Work closely with Quantity Surveyors and finance colleagues to support cost management, forecasting and commercial reporting.
  • Oversee commissioning, testing, certification and successful handover of M&E systems.
  • Ensure high-quality handover documentation, including O&M manuals, as-built information, warranties and asset data.
  • Support post-occupancy performance reviews, seasonal commissioning and operational optimisation activities.
  • Build strong working relationships with clients, contractors, consultants and internal stakeholders.
  • Contribute to the development of technical standards, governance processes and continuous improvement initiatives across the Capital Works function.

Qualifications, Skills & Experience

  • HNC/HND, degree or equivalent qualification in Building Services Engineering, Mechanical Engineering, Electrical Engineering, Construction Project Management or a related discipline.
  • Proven experience delivering Mechanical and Electrical projects within capital works, construction, housing, property or asset management environments.
  • Experience managing projects through all stages of delivery, from concept and design through to construction, commissioning and handover.
  • Strong experience managing project programmes, budgets, risks, quality standards and contractor performance.
  • Experience working with consultants, contractors, Quantity Surveyors, procurement teams and client stakeholders.
  • Strong understanding of M&E design, installation, commissioning and building services systems.
  • Experience reviewing technical designs, specifications, compliance documentation and contractor submissions.
  • Knowledge of Building Regulations, CDM Regulations and health and safety requirements relating to M&E works.
  • Experience delivering projects in occupied residential, operational or public-sector environments would be advantageous.
  • Experience of decarbonisation, retrofit, plant replacement, energy efficiency or Net Zero projects would be highly desirable.
  • Professional membership of, or progress towards membership of, CIBSE, IET, CIOB, APM, RICS or a related professional body is desirable.
  • PRINCE2, APM PMQ, IOSH, NEBOSH or SMSTS qualifications would be advantageous.

Skills & Abilities

  • Strong technical knowledge of building services systems including HVAC, electrical systems, fire alarms, BMS, controls, lighting, security systems and renewable technologies.
  • Excellent project management and programme management capabilities.
  • Strong understanding of statutory compliance, testing, commissioning and handover requirements.
  • Ability to review, interpret and challenge technical designs and contractor proposals.
  • Excellent commercial awareness and understanding of value-for-money principles.
  • Strong risk management, problem-solving and decision-making skills.
  • Excellent stakeholder engagement and communication skills.
  • Ability to explain complex technical matters to both technical and non-technical audiences.
  • Strong organisational skills with the ability to manage multiple projects and competing priorities.
  • Collaborative approach with the confidence to provide professional and technical challenge where required.
  • Proactive, resilient and delivery-focused mindset.

Working Arrangements

  • Working pattern: Full-time, Permanent
  • Salary: Up to £70,000 per annum
  • Location: Hybrid working arrangement
  • Minimum expectation of 3 days per week in BD Group offices
  • Attendance required at client meetings, project sites and BD Group offices as business needs dictate
