About The Role
- Location: London Enterprise House
- Contract type: 6-month Fixed Term Contract (please note this has the possibility to be extended).
- Hours: Full-time 35 hours per week
- Band & Salary: 4B - £35,582.00 - £43,400.00 depending on skills and experience.
- Working pattern: Hybrid working: this role permits hybrid working, employees are expected to work from a Network Rail location for 60% of their weekly hours, typically 3 days for full-time roles.

What does an average day for a Media Learning Development Specialist look like?
This is a role for an experienced learning and development professional who is comfortable working independently, managing multiple priorities and operating with minimal supervision.
Working alongside Learning Designers, you will provide specialist media expertise during the design phase of learning projects. You will help shape learning solutions by advising on the suitability of proposed media, development approaches, resource requirements, technical feasibility, maintainability and learner experience. Your input will help ensure solutions are realistic to deliver, sustainable to maintain and aligned to available development capability.
Once a learning solution has been agreed, you will take ownership of planning and coordinating the development activity. This includes creating development plans, identifying required resources, forecasting development effort and ensuring work is delivered to agreed timelines and quality standards.
You will work closely with Media Developers, suppliers, subject matter experts and stakeholders to oversee development activity, while also developing learning content yourself where appropriate. Using your own media development experience, you will accurately assess the effort required to create learning products and ensure development resources are used effectively.
A significant part of the role is reviewing and quality assuring learning products before release. This includes facilitator guides, learner workbooks, presentations, digital learning products and supporting materials to ensure they meet agreed quality and accessibility standards.
You will build strong relationships with stakeholders and provide clear, timely communication throughout the development lifecycle. You will confidently challenge requests or decisions that may negatively impact learner experience, project delivery, quality standards or long-term sustainability.

You will also be responsible for configuring courses within Moodle for digital learning products and publishing classroom-based learning materials through Network Rail's learning systems and processes.
Main Responsibilities
As a Media Learning Development Specialist, you will manage and coordinate the development of learning products across multiple media types whilst maintaining Network Rail's reputation for producing high-quality, creative and cost-effective training solutions.
What You'll Be Doing
- Provide specialist media development expertise during the design phase of learning projects, advising on feasibility, development approaches, resource requirements and sustainability.
- Work collaboratively with Learning Designers to ensure proposed learning solutions are practical, achievable and aligned to development capability.
- Create and maintain development plans for learning projects, ensuring activity is appropriately prioritised and delivered to agreed timescales.
- Accurately forecast media development resource requirements using knowledge of development processes, tools and production timelines.
- Coordinate development activity across multiple concurrent projects, managing dependencies, risks and competing priorities.
- Develop learning content and supporting materials using a range of learning development, multimedia and productivity tools.
- Review, edit and quality assure facilitator guides, learner workbooks, presentation materials and digital learning products before publication.
- Ensure learning materials are consistent, accurate, accessible and aligned to agreed quality standards.
- Build effective relationships with stakeholders, subject matter experts and suppliers to support successful project delivery.
- Provide timely and appropriate updates on project progress, risks, issues and delivery milestones.
- Influence and challenge stakeholders where appropriate to ensure learning products remain focused, proportionate and effective.
- Configure course shells and learning products within Moodle.
- Publish classroom-based learning solutions and associated materials through Network Rail learning systems.
- Support continuous improvement by identifying opportunities to enhance learning products, development processes and learner experience.
Your Experience And Skills
What are we looking for?
- Significant experience working within Learning and Development, with responsibility for managing and coordinating the development of learning solutions.
- Demonstrable experience working independently and delivering results with minimal supervision.
- Experience developing learning products across classroom, digital and blended learning environments.
- Strong understanding of instructional design principles and how different media types can be used effectively to achieve learning outcomes.
- Experience providing specialist advice on learning media selection, development approaches and production requirements.
- Experience accurately estimating development effort and forecasting development resource requirements.
- Experience managing development activity across multiple projects simultaneously.
- Experience creating, editing and quality assuring facilitator guides, learner workbooks, PowerPoint presentations and other learning materials.
- Strong stakeholder management and communication skills, with the confidence to provide constructive challenge where required.
- Experience working with subject matter experts to ensure learning products remain focused, effective and proportionate to business need.
- Experience monitoring project progress and communicating risks, issues and recommendations to stakeholders.
- Experience publishing learning products and supporting learning deployment activities.
- Ability to demonstrate personal accountability whilst consistently role-modelling collaboration and customer-centred decision-making.
- Ability to assess and challenge risky or unsafe actions, or poor behaviours of others.

- Project Management qualification or equivalent practical experience.
- Professional Learning and Development qualification.
- Demonstrable experience using Moodle LMS, Articulate 360, Synthesia and Adobe Creative Cloud products.
- Experience managing external suppliers and commissioned development activities.
