The Vacancy

MEICA Estimator

Binnies UK, Part of the RSK Group are looking to recruit a MEICA Estimator, a role which combines technical and commercial skills; being part of a team developing project scope, programme and cost for our clients that are sustainable and affordable.

The initial assignment will involve supporting estimating work as an integral part of an existing team focused on supporting project work being delivered through existing frameworks secured within the Water Industry, predominately relating to Non-Infrastructure construction works across both Wastewater and Water Treatment projects.

The Binnies UK estimating team is also active in supporting and securing new Design and Build project work for the Delivery business. As part of the wider Binnies UK estimating team there will also be the potential opportunity to support competitively tendered and negotiated work for individual projects and future frameworks, both within the water industry and other industrial sectors.

Key Responsibilities for the MEICA Estimator role include:

  • Be aware of current health, safety and environmental requirements and changes
  • Development and production of the discipline specific estimate, breaking down specialised MEICA components.
  • Assist in the development of and actively develop an understanding of the project solution, challenge where appropriate, to enable the creation of the estimate.
  • Engage and coordinate with all Estimating disciplines and Engineering / Technical Specialists
  • Composition and issuing of enquiries to the Supply Chain, adjudication of returned quotations, preparation of bid tabs for supplier/subcontractor comparisons and recommendations for the basis of estimate.
  • Prepare estimate summaries and submission documents relating to; estimate reviews, cost assurance and client submittals.
  • Prepares Indirect cost estimates (Staff, prelims, surveys, fixed price escalation, etc) on proposals, projects and studies and ensure that the content of the estimate is complete, accurate and meets the requirements of the estimate or project plan.
  • Participate and support the handover of estimating data to delivery teams
  • Build and maintain client/partner relationships.
  • Engage and develop relationships with key supply chain partners
  • Communicate with the wider business including commercial, procurement, engineering and construction teams.
  • Support and provide input to the management of risk and opportunity
  • Obtain feedback on delivered projects; incorporate lesson learnt within future projects and utilise cost data
  • Support the development and implementation of continual improvement and increased efficiencies in the department's data and processes.
  • Input to and maintain quotation and cost rate databases, cost curve and cost models.

About You

An estimating role forms an essential link in the pre-construction / tendering processes, requiring an effective communicator, with experience to interpret, interrogate and influence the design and construction of a project, whilst developing the cost estimate and associated deliverables.

Skills and experience should include:

  • MEICA Works estimating experience utilising a computerised analytical estimating system, ideally CCS Candy Construction Software
  • Ability to complete first principal measurement and cost estimation
  • Capability to estimate projects at different stages of the project life cycle, from high-level budget through to detailed estimates with quantitative take-off, working with the relevant level of design detail at each stage.
  • Experience sufficient to understand and influence the design and constructability of a project.
  • Experience with opportunity and risk management techniques and application within an estimate
  • Knowledge of the water industry, would be ideal but not essential
  • Good communication skills, both written and oral. Ability to integrate and be part of a team
  • Be a well disciplined and organised individual, to manage work and to work to strict deadlines
  • Commercial Awareness

Whilst the role can be supported through remote working, the ability to travel for site visits and office working will be required.
