The Role: MEP Estimator

The MEP Estimator prepares accurate and commercially robust estimates for mechanical, electrical and public health services associated with construction projects and tender opportunities.

The role evaluates technical designs, develops MEP pricing and manages specialist supply chain engagement to ensure service costs are complete, coordinated and aligned with the wider project solution.

Qualifications:

  • HNC, HND, degree or equivalent qualification in Building Services Engineering, Mechanical Engineering, Electrical Engineering, Quantity Surveying or a related discipline, or equivalent experience
  • Strong technical understanding of mechanical, electrical and public health systems
  • Competence in Microsoft Excel and estimating software
  • Membership of, or progress towards membership of, CIBSE, IET, RICS, CIOB or another relevant professional body desirable

Experience required:

  • Experience estimating mechanical, electrical and public health installations
  • Experience reviewing MEP drawings, specifications and equipment schedules
  • Experience preparing MEP cost plans and detailed estimates
  • Experience obtaining and analysing specialist subcontractor quotations
  • Understanding of MEP installation, testing, commissioning and handover
  • Experience identifying MEP scope interfaces and design-development risks
  • Experience within construction or engineering
  • Data centre, defence, energy or mission-critical project experience desirable

Responsibilities

MEP Tender Review

  • Review MEP drawings, specifications, schedules and performance requirements
  • Confirm mechanical, electrical and public health scope and design responsibilities
  • Identify missing information, design gaps and technical clarification requirements

MEP Cost Estimating

  • Prepare MEP cost plans, detailed estimates and first-principles build-ups
  • Undertake or validate MEP quantity take-offs and equipment schedules
  • Develop allowances for labour, plant, materials, equipment and specialist systems

Testing and Commissioning

  • Include appropriate allowances for testing, commissioning and witnessing
  • Assess training, handover, spares and operation and maintenance requirements
  • Confirm pricing for controls, system integration and temporary services

Specialist Supply Chain Engagement

  • Prepare and issue enquiries to MEP subcontractors and specialist suppliers
  • Confirm supply chain capability, capacity and relevant project experience
  • Obtain technical and commercial clarifications from tenderers

Quotation Analysis

  • Compare specialist quotations on a consistent and like-for-like basis
  • Review technical compliance, exclusions, assumptions and lead times
  • Identify scope gaps, interfaces and procurement risks

  • Coordinate with Design, Engineering, Planning and Operations colleagues
  • Assess installation, access, maintenance and builder’s work requirements
  • Identify design coordination and buildability issues affecting cost or programme

Risk and Value Engineering

  • Identify MEP design, procurement, commissioning and programme risks
  • Develop appropriate allowances and mitigation proposals
  • Support technical alternatives and value-engineering opportunities

Tender Submission

  • Prepare MEP estimate summaries and adjudication information
  • Clearly present assumptions, exclusions, qualifications and outstanding design matters
  • Support client clarifications, negotiations and post-tender updates

Information Management

  • Maintain accurate and auditable MEP estimating records
  • Capture MEP cost benchmarks and specialist supply chain intelligence
  • Maintain awareness of system developments, product availability and lead times

Success Measures

  • MEP estimates accurately reflect project scope and technical requirements
  • MEP quantity take-offs and cost build-ups are accurate and auditable
  • Specialist supply chain engagement achieves appropriate market coverage
  • Design coordination, technical and procurement risks are identified early
  • Testing, commissioning and handover requirements are appropriately allowed for
  • Value-engineering opportunities are identified without compromising performance
  • MEP cost intelligence and estimating records are maintained effectively
