About The Role
The Technical Operations Centre (TOC) Surveillance function maintains operational visibility, service assurance, incident coordination, and operational resilience across critical network services. The Team Lead ensures these responsibilities are delivered consistently through operational leadership, governance, process ownership, and people development.
The role drives operational standardisation across TOC Surveillance so that processes, work instructions, incident management practices, escalation paths, knowledge assets, and performance measures are applied consistently across teams and shifts.
The role supports operational excellence, improved customer outcomes, effective performance management, and workforce flexibility by developing structured, repeatable, and measurable operational practices.
Working with operational, engineering, automation, and transformation teams, the Team Lead supports the evolution of TOC Surveillance towards Data Driven Operations (DDOps) and Next Generation Operations (NGOps).
The role helps build a proactive, resilient, and continuously improving operational model aligned to Next Generation Operations capability pillars: Observability, Automation, Resilience, and Customer Experience.
Location and Shift Pattern
This role is based at Bristol Assembly and operates on a rotating 24/7 shift pattern.
The cycle includes a combination of day shifts, night shifts, staggered day coverage, and rest days. The core sequence is three day shifts, two days off, two day shifts, three days off, four night shifts, staggered day coverage across five days, three days off, two day shifts, two days off, three night shifts, and four days off before the pattern repeats. Staggered shifts rotate across a 25-week cycle.

What You’ll Be Doing
- Establish and maintain standardised operational processes, work instructions, and governance frameworks across TOC Surveillance.
- Drive KPI-based operational management and performance improvement using consistent measures and reporting.
- Keep operational knowledge accurate, accessible, and fit for purpose, supporting automation, AI-assisted operations, and future Next Generation Operations initiatives.
- Represent operational requirements in DDOps and Next Generation Operations initiatives and help embed them into day-to-day operations.
- Identify opportunities to improve data quality, automate repeatable activities, and adopt AI-assisted operational capabilities where appropriate.
- Promote continuous improvement, simplification, and operational discipline to reduce variation and improve customer outcomes.
- Ensure operational processes are standardised, controlled, and measurable before automation or AI solutions are introduced.

Essential Skills / Experience
- Demonstrable experience developing and maintaining operational governance frameworks, standard operating procedures, and KPI-driven performance management within complex 24x7 operational environments, ensuring consistency, accountability, and operational excellence.
- Strong operational leadership experience delivering change, continuous improvement, and transformation initiatives, including preparation for automation, AI-assisted capabilities, and data-driven operations.
- Comprehensive knowledge of mobile networks, with proven ability to collaborate effectively across operational, engineering, automation, and transformation teams to deliver business and customer outcomes.
Desirable Skills / Experience
- Experience contributing to Data Driven Operations (DDOps), Next Generation Operations (NGOps), observability, automation, resilience, or customer experience improvement initiatives.
- Knowledge of cloud-based network technologies and network cloud architectures within telecommunications or large-scale operational environments.
- Experience supporting the adoption of emerging operational capabilities, including automation, analytics, and AI-enabled service management approaches.
