Job Description
The National Counter Terrorism Security Manager works in a small team reporting to the Head of Estates Security Resilience. Working hand in hand with the National Counter Terrorism Co-ordination Manager the team is an integral part of the wider Estates Security Services team within HMRC's Estates & Locations Directorate (ELD) and People & Place Group (PPG).
The primary focus of the role is to ensure preparedness to keep people, assets and buildings safe from terrorism and other security incidents. Developing and maintaining intelligence and information networks, ensuring effective multi-directional communications and developing mutually beneficial internal and external partnerships are all key to delivering the role.
Preparedness takes many forms and the responsibilities of the jobholder include, but are not limited to, seeking out intel and information; proactively assessing threats and risk and developing mitigations; testing preparedness and resilience and making recommendations for enhancement; contributing to enhancing the skills, knowledge and confidence of the national network of Incident Control and Operational Security Managers; and proactively identifying gaps in resilience and researching and developing solutions to plug those gaps.
The Counter Terrorism Security Manager develops threat assessment briefings, both routinely and in response to specific circumstances, and delivers to a wide audience at all levels of the organisation. They provide advice, guidance and support on terrorism and other types of security incident. They seek out current and emerging trends and, working in line with HMRC's requirement and strategy, or proposing changes to the strategy where appropriate, makes innovative changes.
Person specification
- Support the Head of Estates Security Resilience in the development, implementation and continuous improvement of the operational resilience and counter terrorism security strategy and practice.
- Work proactively in collaboration with HMRC Security and HMRC Resilience Directorates to develop guidance, support and advice for HMRC generally and for specific roles such as site Incident Control Managers.
- Contribute to ensuring, and assuring, HMRC's preparedness for response to an increase in the state of alert.
- Contribute to developing, implementing and continuously improving lockdown measures and procedures.
- Contribute to developing, implementing and continuously improving cutting edge security resilience and counter terrorism training and awareness for personnel who secure HMRCs' premises.
- Manage the programme to test preparedness right across the operational resilience and counter terrorism spectrum, and contribute to developing and implementing recommendations for improvement.
- Undertake and assist in undertaking threat assessments and risk assessments, make recommendations for improvement and manage implementation.
- Seek out and manage intelligence feeds, and manage dissemination of information across Estates and HMRC as appropriate.
- Monitor and manage collation and presentation of Management Information, including performance, customer satisfaction, etc.
- Promote, develop and manage highly effective partnerships working with internal and external stakeholders in order to achieve business improvement.
- Manage the assurance programme, and undertake assurance testing.
- Budget management.
- Deputise for the Head of Estates Security Resilience as appropriate.
- Estates Security Resilience is a national service therefore the jobholder needs to undertake UK-wide travel to meet the requirements of the role. Travel and overnight stays will also be required for occasional attendance at management meetings, workshops and training.

- Knowledge and experience of operational security, security resilience and counter terrorism.
- A passion for operational security, security resilience and counter terrorism and for contributing towards delivering a forward-focused highly effective operational resilience and counter terrorism service.
- Excellent relationship builder, experienced working across all levels in an organisation.
