The Opportunity
Planet is looking to appoint an experienced Environmental Enforcement Officer (EEO) to take on the role of National Environmental Enforcement Training & Development Officer.
This is an experienced position, and previous hands-on environmental enforcement experience is essential. We are looking for someone who already has a strong understanding of environmental enforcement, Fixed Penalty Notices, public engagement and the standards expected when working on behalf of local authorities.
You do not necessarily need to currently be working as a Team Leader, Manager or Trainer. What matters is that you have a strong track record within environmental enforcement, demonstrate the right attitude and professional standards, communicate confidently with others and can use your experience to coach and develop other officers.
The role combines operational enforcement with training, mentoring and national contract support. You will work alongside both new and experienced officers, helping maintain consistent operational standards across the business while continuing to be involved in frontline enforcement.
This is a highly mobile national role. We operate contracts across a significant geographical area, from Aberdeen in Scotland to Worthing and Kent in the south of England, as well as Northern Ireland. Travel is therefore an essential part of this position. You will regularly work away from home, including overnight stays, supporting new and existing teams wherever the business requires you.
What You'll Be Doing
The role combines training and development with hands-on operational support. You will:
- Deliver induction, legal, operational and field-based training for new recruits and existing EEOs, ensuring they understand relevant environmental legislation, procedures and best practice.
- Travel to contracts nationally to coach and mentor officers in the field.
- Support the mobilisation and launch of new contracts, deploying to new sites to train, coach and support officers during mobilisation and launch phases.
- Work alongside officers and Team Leaders to identify areas for development and provide practical, constructive coaching.
- Conduct regular on-site training, observations and operational audits to help maintain consistent standards and compliance across all Planet contracts.
- Undertake intelligence-led enforcement patrols to detect and investigate environmental offences including littering, fly-tipping, dog fouling, graffiti, waste offences and other environmental or anti-social behaviour offences covered by our local authority contracts.
- Issue Fixed Penalty Notices in accordance with local authority policies and procedures.
- Lead by example in public engagement and frontline enforcement activity, demonstrating the professional standards expected from Planet Enforcement Solutions officers.
- Support officers with environmental legislation, FPN procedures, evidence gathering, witness statements and case preparation.
- Ensure accurate completion of enforcement records, evidence and witness statements.
- Mentor and develop EEOs, Team Leaders and Mobile Officers to maintain professional standards and operational excellence.
- Identify officers with potential for further development and progression and provide appropriate coaching and support.
- Support Team Leaders and Managers where additional operational assistance is required.
- Act as a link between operational sites and the National Business Manager, providing feedback, reporting issues and identifying training and development needs.
- Help investigate operational incidents or complaints involving field officers and provide clear, factual reports and recommendations where required.
- Carry out checks and inspections of vehicles, uniforms and operational equipment to ensure appropriate standards are maintained.
- Support the recruitment process by conducting or assisting with interviews and providing structured feedback on candidates when required.
- Attend court proceedings and provide evidence where necessary.
- Promote positive community engagement by educating members of the public on environmental responsibilities and the role of enforcement.
- Support new and existing local authority contracts where additional operational or training support is required.
- Travel and work flexibly to support the needs of the business, including occasional weekend or out-of-hours requirements.

Who We're Looking For
This position is specifically aimed at someone who already has practical experience working within environmental enforcement and is ready to use that experience in a wider national role.
We are particularly interested in applicants who can demonstrate:
- Proven hands-on experience working as an EEO or in a directly comparable environmental enforcement role.
- A strong and consistent track record of enforcement performance.
- Good knowledge of environmental legislation and Fixed Penalty Notice procedures.
- Experience of issuing Fixed Penalty Notices and gathering appropriate evidence to support enforcement action.
- Experience dealing confidently and professionally with members of the public in sometimes challenging situations.
- A professional approach to environmental enforcement and public engagement.
- Good understanding of witness statements, evidence gathering and case preparation.
- Excellent communication skills and the confidence to speak to, coach and train both individuals and groups.
- The ability to coach people constructively, identify areas for improvement and help officers develop rather than simply telling them what to do.
- The confidence and credibility to lead by example when working alongside operational officers.
- Strong organisational skills and the ability to manage your own workload while travelling between contracts.
- Good written communication, reporting and record-keeping skills.
- The ability to provide clear and factual feedback to operational management.
- High standards of personal conduct, reliability and professionalism.
- The confidence to work independently and make sensible operational decisions.
- A positive attitude and willingness to support colleagues across the business.
- Flexibility and a genuine willingness to travel extensively throughout the UK and Northern Ireland.
- A full UK driving licence.

Previous management, supervisory, mobile operational or training experience would be beneficial but is not essential.
Experience delivering structured training programmes or onboarding new officers would also be advantageous, as would a QNUK or similar enforcement training qualification.
However, previous environmental enforcement experience is essential for this position. We are looking for someone who understands the realities of frontline environmental enforcement and can use that knowledge and experience to develop others.
Working Hours & Travel
The role will generally involve an 8-hour working day, Monday to Friday, together with the travel required to support contracts nationally.
As this is a national position, the successful applicant must be comfortable with regular travel across the UK and Northern Ireland. This will include early starts, longer travel days and overnight stays where required.
The role requires a high degree of flexibility, as the location you are working from may change depending on contract requirements, new mobilisations, training requirements and operational priorities. This is not a role based at one individual contract or location.
There may be occasions where the successful applicant is required to spend several consecutive days supporting another contract before returning home. There may also be occasions where weekend or out-of-hours support is required to meet the needs of the business.

Salary & Progression
The starting salary is £41,600 per annum, plus applicable business travel and overnight subsistence payments.
The starting salary has been set to recognise the additional flexibility, responsibility and national travel commitment required for the position.
The salary is a starting salary and will be regularly reviewed based on performance, development within the position and the level of responsibility undertaken.
Following successful completion of probation, there will be opportunities to continue developing within the role and across the wider business.
We want this position to provide a genuine progression opportunity for an experienced EEO who wants to move beyond working on a single contract while remaining closely involved in operational enforcement.

Our contracts cover a significant geographical area, including Scotland, the North of England, the Midlands, the South Coast, Kent and Northern Ireland. The successful applicant must be genuinely willing and able to travel regularly, stay away from home when necessary and adapt their working pattern to meet operational requirements. Some weeks may involve working closer to home, while others may require several days away supporting a contract, mobilisation or training requirement.
