As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.
You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.
This position is a Reserved Post within the Civil Service, for which only sole UK nationals are eligible. Under the Civil Service Nationality Rules, UK nationals include British citizens, British subjects with the right of abode in the United Kingdom, and British Overseas Territories citizens.
This position is advertised at 37 hours per week.
Job Description
Are you ready to play a key role in assuring the safety, reliability and effectiveness of critical infrastructure at HMNB Clyde?
As Maintenance Management Organisation Assurance Lead, you will provide governance, oversight and independent assurance of Examination, Inspection, Maintenance and Testing arrangements, helping to ensure that policies, procedures and safety management systems are robust, compliant and continually improving. This is a high-impact role for someone who can bring confidence, rigour and evidence-based assurance to a complex operating environment, working with staff, contractors and stakeholders to support safe, effective and demonstrably compliant delivery.
What You Will Be Doing:
- Provide governance, oversight and assurance of the MMO framework to confirm that arrangements for EIMT are effective, compliant and aligned with Defence, nuclear and non-nuclear safety, security and regulatory requirements.
- Lead the assurance of EIMT management systems and processes to verify that EIMT activities are planned, executed and recorded in accordance with approved policies, procedures and safety cases and that outcomes support demonstrable regulatory compliance. This includes conducting or supporting independent audits, inspections and reviews of MMO EIMT arrangements to assess effectiveness, identify gaps and drive continual improvement.
- Provide assurance that staff and contractors undertaking EIMT activities are Suitably Qualified and Experienced Personnel (SQEP), and that competence, training and certification standards are maintained and periodically reviewed.
- Chair and drive the EIMT Working Group to review performance, track corrective actions and resolve systemic issues affecting EIMT delivery, ensuring lessons learned are captured and disseminated.
- Monitor Key Performance Indicators (KPIs), risk registers, audit findings and compliance reporting to provide objective evidence that MMO EIMT management arrangements remain robust, risk-informed and are continuously improving.

We are seeking an experienced and motivated individual with a strong understanding of governance, assurance and compliance within a maintenance management environment. The successful candidate will support the effective oversight of Examination, Inspection, Maintenance and Testing (EIMT) arrangements, providing confidence that management systems, policies and procedures are applied consistently, meet regulatory requirements and support continual improvement. Experience within nuclear, defence, infrastructure or other regulated asset-intensive organisations would be advantageous.

You'll Bring:
- Experience in maintenance management, engineering, safety, assurance or a related discipline, ideally within a regulated or safety-critical environment.
- Experience of working with management systems, governance arrangements, policies and procedures, with an understanding of how these are applied and assured in practice.
- Experience of assurance, audit, inspection or compliance activities, with the ability to review evidence, identify gaps and support actions to address them.
- An understanding of competence, training and certification requirements, and the importance of ensuring people undertaking EIMT activities are suitably qualified and experienced.
- Strong analytical and communication skills, with the ability to work with stakeholders, monitor performance and risk, provide evidence-based assurance and contribute to continuous improvement.

HND or equivalent experience in an appropriate engineering field.
