As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in-service management to long-term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.
You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.
This position is advertised at 37 hours per week.
Job Description
Are you ready to play a crucial role in keeping vital fleet operations running smoothly across HMNB Clyde and its outstations? The White Fleet Authorised Demanding Officer (ADO) works under the guidance of the Neptune WF Manager to provide expert support on all transport matters for White, Yellow, and Grey Fleet assets. Acting as the central point of contact between end users, stakeholders, the Contract Management Team, and key contractors, you will ensure compliance with Standard Operating Procedures, JSP 800, and departmental regulations. Your role will be essential in making sure fleet vehicles and machinery are available, properly used, and efficiently managed to meet operational demands. What You Will Do:
- You will be the primary point of contact for all White Fleet and Yellow Fleet matters across HMNB Clyde and its associated outstations throughout Scotland. Receiving enquiries through Teams and emails.
- Assess and authorise requests for White Fleet and Yellow Fleet vehicles, machinery, and replacement assets in accordance with MOD policies, procedures, operational requirements, and budgetary constraints.
- Liaise with customers, suppliers, and contractors to ensure vehicles and equipment provided meet operational requirements, specifications, and value-for-money objectives.
- Monitor fleet utilisation and asset performance, providing monthly reports and recommendations to the White Fleet Manager.
- Maintain effective administrative processes, ensuring all tasks are completed accurately, efficiently, and within agreed timescales and budgets.
- Ensure appropriate management controls are implemented and maintained to meet statutory, departmental, and MOD requirements, including health and safety, environmental, and fire safety regulations.
- Manage and utilise the Clarity Fleet Management System and vehicle tracking systems to monitor fleet activity, driver behaviour, and asset performance.
- Monitor vehicle-related charges, recharges, and penalty notices, investigating discrepancies and challenging costs where appropriate.
- Hold delegated financial authority, subject to budget holder approval, for White Fleet and Yellow Fleet vehicle damage costs, repairs, recharges, and penalty charges processed through the Clarity Fleet Management System and other asset management applications.
- Investigate fuel card misuse, including the purchase of premium fuels, unauthorised items, and fuel purchases at motorway service areas where not permitted.
- Control the ordering, receipt, and distribution of fleet-related consumables.
- Deputise for the White Fleet Manager as required, ensuring continuity of fleet management activities and service delivery.

Person Specification
To be successful with your application, you'll need to show that you meet the following essential criteria:
- Proven experience acting as a central point of contact for fleet management or similar operational roles, preferably within a MOD or large organisational environment.
- Competent IT user with experience using Microsoft Office applications.
- Experience maintaining accurate records and producing reports using electronic systems and spreadsheets.
- Demonstrable ability to liaise effectively with end users, contractors, and stakeholders.
- Excellent organisational skills with the ability to manage multiple administrative tasks efficiently, safely, and within budget and timescales.
- Strong attention to detail, problem-solving skills, and the ability to work independently

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
