NCE TAR Manager
The Function: TAR Manager
About the Role
The TAR Manager is part of the NCE TAR Team at one of ALBI’s sites and oversees the management and coordination of Turn-Around (TAR) cycles, including:
- Preparation, execution, and post-turnaround capitalization
- Scope acceptance
- Project timeline planning & milestone follow-up
- Work preparation & ordering (excluding procurement tasks)
- Outage planning & direction
- Financial control (ordering, extra work commitments)
- Outage capitalization (wrap-up & document completion)
Location & Travel: The position is based within North & Central Europe Cluster (primary sites: Rotterdam Botlek and Antwerp) and requires frequent travel to the Benelux region.

Reporting: Directly to the NCE Head of Maintenance Program.
Core Responsibilities
1. Scoping
- Ensure the site supplies the scope of work (owner’s responsibility).
- Drive timely scope delivery and organize frequent validation sessions.
- Define and control the ultimate scope overview by technical discipline.
- Decide scope detail level allocation between:
- Site responsibilities
- Turnaround work preparators

2. Project Time Planning
- Define timelines & required resources up to TAR starting point.
- Collaborate with major stakeholders on scheduling.
3. Work Preparation
- Complete bid packages for RFQs.
- Oversee the ordering process (materials & services).
- On-site prep (temporary facilities, entry permits).
4. Monitoring Execution
- Progress & quality control during outage.
- Define and initiate ad-hoc issue follow-ups.
- Approve additional works up to a cost threshold.
- Control crew active hours (including overtime).
- Conduct daily progress meetings with the site and technical teams.
5. Capitalisation (Wrap-Up)
- Close all work orders in CMMS (MAXIMO).
- Manage follow-up works (e.g., ordering).
- Validate digitalization of reports, checklists, punchlists, certificates.
- Ensure financial closure on orders & approved extra work.

Experience & Education
- Minimum Bachelor’s degree level.
- 5+ years work experience, including:
- 2+ years in turnaround/project management
- Project management skills (planning, resource allocation)
- Cost/budget controls
- Technical knowledge of systems like MAXIMO, MS Project, MS Office.
- Professional English proficiency (fluency required); Dutch/German is a plus.
