6 Month Contract With A Local Authority

Job Purpose

To lead the end-to-end delivery of NEC system implementations and enhancement programmes across multiple business-critical workstreams, ensuring successful deployment, integration and adoption of NEC solutions throughout the organisation.

The postholder will take full ownership of project delivery from initiation through to go-live, managing project governance, technical dependencies, stakeholder engagement, budgets, resources and risk management. Working closely with business stakeholders, technical teams, suppliers and implementation partners, the role will ensure NEC modules are delivered on time, within scope and aligned to organisational objectives.

The NEC Project Manager will provide leadership across complex system implementation projects, ensuring robust governance, operational readiness and successful business outcomes.

Key Responsibilities

  • Lead the end-to-end delivery of NEC system projects and module implementations.
  • Manage multiple concurrent NEC workstreams and implementation programmes.
  • Develop and maintain comprehensive project plans and delivery roadmaps.
  • Coordinate NEC module deployment activities from initiation through to go-live.
  • Manage cross-module dependencies, integration requirements and critical delivery paths.
  • Work closely with technical leads, solution architects and business stakeholders to ensure successful implementation outcomes.
  • Ensure system configurations align with business requirements and operational needs.
  • Implement and manage project governance frameworks and reporting structures.
  • Maintain and monitor project plans, milestones, budgets, resources and timelines.
  • Lead project change control processes and assess the impact of scope changes.
  • Manage and maintain RAIDD logs (Risks, Assumptions, Issues, Dependencies and Decisions).
  • Identify, mitigate and escalate project risks and delivery challenges.
  • Act as the primary point of contact for business stakeholders, suppliers and technical teams.
  • Facilitate project meetings, workshops and governance boards.
  • Provide regular performance updates, status reports and executive briefings.
  • Lead cross-functional teams and drive accountability for project deliverables.
  • Coordinate internal departments, external vendors and implementation partners.
  • Oversee User Acceptance Testing (UAT), operational readiness assessments and deployment activities.
  • Ensure all testing, validation and sign-off requirements are completed prior to release.
  • Monitor supplier performance and contractual deliverables against agreed service levels.
  • Manage project budgets, resource allocation and financial controls.
  • Ensure projects are delivered in accordance with corporate governance, procurement and information security requirements.
  • Support business change, user adoption and transition to operational support teams.
  • Drive continuous improvement and lessons learned activities following project completion.

Requirements

Essential

  • Significant experience delivering NEC system implementations and projects.
  • Proven experience managing multiple NEC modules simultaneously.
  • Demonstrable experience leading end-to-end system delivery programmes.
  • Strong project management experience within complex organisational environments.
  • Experience managing:
    • Project Governance
    • Change Control
    • Risk Management
    • Stakeholder Engagement
    • System Integration
    • Supplier Management
  • Experience managing technical and business workstreams concurrently.
  • Strong knowledge of project management methodologies and best practice.
  • Experience maintaining and managing RAIDD logs.
  • Experience overseeing User Acceptance Testing (UAT) and go-live activities.
  • Strong stakeholder management and communication skills.
  • Ability to influence senior stakeholders and drive project delivery.
  • Experience managing budgets, resources and programme reporting.
  • Excellent organisational, analytical and problem-solving skills.
  • Ability to manage multiple priorities and deliver within challenging deadlines.

Desirable

  • PRINCE2, MSP, Agile, APM or equivalent Project Management qualification.
  • Experience within Local Government or Public Sector environments.
  • Experience managing NEC Housing, Revenues & Benefits, Asset Management, Housing Repairs or other NEC software solutions.
  • Knowledge of system migrations, integrations and business transformation programmes.
  • Experience managing software vendors and implementation partners.
  • Knowledge of business change and service transformation methodologies.
