Working Hours: 35 Hours Per Week

Contract Type: 1 x Full-Time, Permanent and 1 x Full-Time, Temporary (Until 31st July 2028)

BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check.

We are currently recruiting to a vacancy within our Environmental Crimes Team and are looking for someone who is passionate and committed to our City.

The Environmental Crimes Team sits within the Compliance, Enforcement and Community Safety service, which is part of the Neighbourhoods Directorate. The service brings together enforcement and compliance resource and expertise into one team, alongside community safety and civil contingencies. Our staff support the Our Manchester Strategy with a focus on the Clean & Green agenda, tackling environmental crime and working with other Council departments and partners to help improve our Wards across the city for residents and businesses.

The posts offer an exciting, time-limited opportunity in a varied role, supporting teams within the wider service.

The key duties of the team include -

  • The coordination of works in default of legal Notices served by officers across a range of City Council departments, including Neighbourhood Compliance Teams, the Housing Compliance and Enforcement Team and Planning Enforcement. The works can vary from the clearance of waste from private land to addressing disrepair in private-rented properties, and some of the works can be of an urgent nature.
  • The detailed progression and management of criminal prosecution cases in respect of a range of environmental offences, including fly-tipping, commercial waste and flyposting.
  • Attendance at court where necessary to give evidence in support of debt recovery and prosecution cases.
  • Providing enforcement support to teams within the City Council and other agencies, including involvement in specific projects where required.

This is a varied role, and the post holder will have responsibility for the management and progression of a portfolio of enforcement cases, ensuring that the appropriate action is taken and all legislative timescales and requirements are met. The successful candidate will work closely with other Council departments, City Solicitors and external agencies such as defence solicitors, the courts and the Council's appointed contractors.

You must be enthusiastic, self-motivated and be able to demonstrate the ability to interpret and apply complex legislation and information from a variety of sources. The successful candidate will have strong analytical skills and a keen eye for detail. Excellent verbal and written skills are also essential for the role and the post holder will be required to effectively communicate with a wide range of audiences, in both a formal and informal setting. The post holder must be flexible in their approach and be able to manage a high volume and varied caseload and so good time management and organisational skills are therefore essential.

Communication Skills

  • Is able to effectively transfer key and complex information to all levels of staff, adapting the style of communication as necessary and ensuring that this information is understood.

  • Ability to absorb, understand and quickly assimilate complex information and concepts and compare information from a number of different sources.
  • Ability to engage with stakeholders to identify information needs and to know how to go about obtaining the relevant information.

Planning & Organising

  • Excellent time management skills, creating own work schedules, prioritising, preparing in advance and setting realistic timescales for own self and others. Has the ability to visualise a sequence of actions needed to achieve a specific goal and how to estimate the resources required.

  • Skills to use appropriate tools and techniques to provide moderately complex web interfaces to new or existing applications.

The experience below would be beneficial but is not essential:

  • Experience in undertaking investigations of a legal nature and conducting interviews under the Police and Criminal Evidence Act 1984 is desirable
