Directorate: Regeneration, Environment and Planning

Pay Level: 5, £30,160 - £35,530 (fully inclusive of Local Weighting Allowance)
Contract Type: Permanent
Working Hours: 37 hours per week
Location: Observatory House/ Slough Hybrid (minimum 2 days per week in the office)
DBS requirement: Basic

What You’ll Be Doing

The Permits Service plays a vital role in managing the Highways, reducing congestion, improving road safety, and ensuring the efficient movement of traffic throughout the Borough. A key function of the service is coordination of roadworks and managing all activity on the highways through the permits system and issuing licences in line with the Traffic Management Act 2004 (TMA 04).

As a Network Officer, you will be responsible for assisting in the application of the Streetworks Permit Scheme. Co-ordinating and monitoring Streetworks ensuring the safe and efficient movement, raising invoices to Statutory Undertakers for permit application fees, licence fees and fines. Preparing temporary Traffic Regulation Orders (TTRO) in line with legislation, statutory guidance, council policies, procedures, and the evidence available to make fair, consistent, and legally compliant decisions.

In addition to application works, you will provide administrative support to the Permits Team. Duties may include processing invoices and payments, maintaining accurate records and spreadsheets, responding to telephone and email enquiries, investigating complaints, and providing advice to members of the public, colleagues, and other stakeholders on Streetworks matters.

We are looking for a well-organised individual with excellent written and verbal communication skills, strong attention to detail, and the ability to interpret legislation and apply policies consistently. You should be able to manage a varied workload, meet deadlines, make reasoned decisions, and remain professional when dealing with stakeholders and residents. Experience in Streetworks/Highways or a similar regulatory or customer-focused environment would be advantageous, along with good IT skills and proficiency in Microsoft Office applications, particularly Outlook, Word, and Excel.
