Role Purpose

The Network Quality Assurance Technician plays a critical role in ensuring the safe, compliant, and high-quality delivery of water network operations across the distribution network. The role is responsible for monitoring and assuring the performance of delivery partners and contractors, ensuring work is completed to company standards, regulatory requirements, and customer expectations.

The postholder acts as a key link between operational teams, contractors, local authorities, and customers, ensuring that all network activities are delivered safely, efficiently, and in compliance with health, safety, environmental, streetworks, and quality standards.

Key Responsibilities

Quality & Compliance Assurance

  • Inspect and monitor contractor and delivery partner activities across the network.
  • Ensure all works comply with company specifications, industry standards, NRSWA requirements, permits, and environmental obligations.
  • Identify and address workmanship, compliance, and quality concerns.
  • Support the assessment of contractor performance, service levels, and quality standards.
  • Ensure adherence to approved methods of work, risk assessments, design instructions, and operational procedures.

Health, Safety, Environment & Quality (SHEQ)

  • Promote and maintain a strong safety culture across all network activities.
  • Monitor contractor compliance with SHEQ requirements and company policies.
  • Ensure incidents, accidents, near misses, and utility strikes are reported promptly and appropriately.
  • Conduct site inspections and risk assessments, implementing suitable control measures where required.
  • Identify and mitigate risks to the network, workforce, customers, and stakeholders.

Network Operations

  • Support planned and reactive network activities, including mains isolations and supply interruptions.
  • Assist in maintaining network integrity and resilience.
  • Contribute to operational planning, traffic management considerations, and delivery scheduling.
  • Participate in emergency response activities and operational standby requirements.

Customer & Stakeholder Management

  • Deliver a professional, customer-focused service to both internal and external customers.
  • Support the resolution of customer complaints and operational enquiries.
  • Build and maintain positive relationships with local authorities, highways teams, contractors, and internal stakeholders.
  • Represent the organisation professionally, ensuring company values and reputation are upheld.

Operational Support & Development

  • Support the onboarding and training of new technicians and operational employees.
  • Provide technical guidance and support to operational teams where required.
  • Contribute to continuous improvement initiatives across network operations.

Standby & Emergency Response

  • Participate in a 24/7 operational standby rota.
  • Support response activities during planned and unplanned network incidents.

Knowledge, Skills & Experience

Essential

  • Experience working within water network operations, utilities, or infrastructure environments.
  • Strong understanding of water network construction, repair, maintenance, and reinstatement activities.
  • Knowledge of Health & Safety legislation and safe systems of work.
  • Ability to interpret and apply risk assessments and method statements.
  • Experience working with contractors and external partners.
  • Strong customer service and stakeholder management skills.
  • Good organisational and planning capabilities.
  • Effective written and verbal communication skills.
  • Competent use of IT systems and mobile working technologies.
  • Commercial awareness and understanding of operational performance measures.

  • Experience using mobile workforce management systems.

  • Utility SHEA
