Network Expansion Solutions Lead - 6 month contract - Theale/Hybrid - Telecoms
Site Expansion / Neutral Host / Greenfield / Rooftops / Macro Sites
Role Purpose
The Network Expansion Solutions Lead is responsible for identifying, developing, and delivering network expansion opportunities that support business growth and customer connectivity objectives. The role leads the end-to-end development of new site solutions, from opportunity identification and commercial assessment through planning, design, build, and operational readiness.
Working across internal and external stakeholders, the role drives the successful delivery of macro infrastructure, neutral host solutions, connectivity initiatives, and site portfolio growth while ensuring commercial viability, regulatory compliance, and operational excellence.
Key Responsibilities
Network Growth & Site Expansion
- Lead the identification, evaluation, and development of new site opportunities to support network growth and capacity requirements.
- Develop expansion strategies across macro sites, rooftop assets, streetworks infrastructure, and neutral host solutions.
- Build and maintain a robust pipeline of growth opportunities aligned to business objectives.
- Assess market demand, customer requirements, and geographic expansion opportunities.
Connectivity Solutions
- Develop innovative connectivity solutions that address customer and network requirements.
- Collaborate with commercial, technical, and delivery teams to create scalable infrastructure solutions.
- Drive the adoption of shared infrastructure and neutral host models where appropriate.
- Support the development of strategic partnerships to accelerate network expansion.

Commercial Management
- Lead commercial assessments, business cases, and investment proposals for new network opportunities.
- Negotiate agreements with landlords, partners, local authorities, developers, and service providers.
- Manage commercial risks and ensure projects deliver targeted returns and business value.
- Support contract development and supplier engagement activities.
Planning & Design
- Oversee site feasibility assessments, planning applications, and design development.
- Work closely with planning consultants, design teams, and engineering stakeholders to ensure solutions are technically and commercially effective.
- Ensure designs meet regulatory, operational, customer, and environmental requirements.
- Drive best practice across site design, deployment standards, and permitting processes.
Build & Delivery
- Collaborate with cross-functional delivery teams through site acquisition, build, and deployment phases.
- Monitor project timelines, budgets, risks, and performance metrics.
- Ensure successful handover of completed sites into operational service.
- Drive continuous improvement in project delivery efficiency and quality.

Stakeholder Management
- Build strong relationships with internal stakeholders across commercial, property, legal, delivery, engineering, and operations teams.
- Act as the primary point of contact for strategic expansion opportunities.
- Present recommendations, progress updates, and business cases to senior leadership.
- Represent the business in discussions with customers, partners, local authorities, and industry stakeholders.
Skills & Experience
Essential
- Experience in telecommunications, digital infrastructure, mobile networks, or related industries.
- Strong knowledge of macro site development, network expansion, and connectivity solutions.
- Experience managing end-to-end site development and deployment programmes.
- Commercial acumen with experience developing business cases and negotiating agreements.
- Understanding of planning, permitting, design, and construction processes.
- Strong stakeholder management and influencing skills.
- Excellent project and programme management capabilities.
Desirable
- Experience with neutral host infrastructure solutions.
- Knowledge of mobile network deployment, fibre connectivity, and shared infrastructure models.
- Experience working with local authorities, property developers, and strategic partners.
