The Role
The Offshore Construction Superintendent (OCS) is the offshore focal point for all project construction, commissioning, and site execution activities undertaken on the asset. The role is accountable for the safe, efficient, and compliant delivery of project scopes, ensuring effective integration between the offshore site team and the onshore Projects organisation.
The OCS provides leadership and oversight of construction, commissioning, and execution activities, ensuring all work is thoroughly planned, constructible, safely executable, and aligned with asset operational requirements. The role is critical to delivering project outcomes while protecting production, managing interfaces, and driving continuous improvement.
As a visible safety leader, the OCS promotes a strong safety culture, challenges execution risks, and ensures that only fully prepared and executable work scopes progress to site execution.
Acting as the central coordination point for offshore project execution and facility modifications, the OCS leads and develops the site implementation team, managing a significant portfolio of activities to ensure safe, efficient, and successful project delivery.
Actively promote and embed the Company's safety culture across all project activities, demonstrating visible leadership, engagement, and intervention to ensure safe execution.
- Lead by example in all aspects of safety performance and workforce engagement, championing compliance with Company Life-Saving Rules and IOGP Process Safety Fundamentals.
- Challenge unsafe behaviours, conditions, and work practices, ensuring appropriate corrective actions are implemented.
- Support incident investigations and the effective communication and implementation of lessons learned.
- Foster an environment where personnel are empowered to intervene, stop work, and raise concerns without hesitation.
Project Preparation, Delivery, and Schedule Ownership
- Act as the offshore focal point for all project activities, ensuring effective communication and alignment between the onshore Projects organisation and offshore asset personnel.
- Participate in project development and constructability reviews, providing offshore execution expertise and practical delivery input.
- Accountable for all offshore project scopes accepted into the asset execution schedule, ensuring readiness for safe and efficient execution.
- Verify offshore readiness, including PoB availability, materials, lifting requirements (LOLER), access arrangements, SIMOPS, and Control of Work (CoW) preparedness.
- Challenge and escalate execution risks where work scopes are insufficiently developed or prepared for safe delivery.
- Maintain oversight of medium and long-term project schedules, ensuring readiness issues are identified and addressed before entering short-term planning windows.
- Support schedule optimisation by identifying opportunities to improve execution efficiency and minimise offshore duration.

Leadership and Team Building
- Act as the offshore focal point for the wider construction team and specialist contractors.
- Serve as the key interface for project handover to commissioning and asset operations, as applicable.
- Provide leadership and direction to offshore construction and commissioning teams, promoting clear roles, responsibilities, and performance expectations.
- Foster collaborative working relationships across Projects, Operations, Maintenance, and site support functions.
- Ensure contractors and specialist vendors are effectively managed, supported, and integrated while offshore.
- Work closely with onshore teams to ensure contractor and vendor requirements are fully understood and planned, including verification of competence, mobilisation readiness, and induction to asset requirements and working arrangements.
- Act as a Performing Authority (PA), supporting permit readiness, worksite preparation, and compliance with Control of Work processes.
- Drive continuous improvement through the capture, sharing, and implementation of lessons learned.
- Promote behaviours aligned with company values, addressing unacceptable behaviours and supporting performance management or disciplinary processes where required.

Construction and Commissioning Execution
- Accountable for the safe, efficient, and compliant execution of all offshore construction and commissioning activities.
- Ensure work scopes are delivered in accordance with approved engineering deliverables, procedures, specifications, and quality requirements.
- Manage interfaces between onshore Engineering and Projects teams and Offshore Operations to ensure effective execution and issue resolution.
- Raise and manage Engineering Queries (EQs) and Technical Queries (TQs) where clarification or support is required, ensuring associated risks are understood, documented, and communicated.
- Challenge the quality and completeness of work packs where deficiencies are identified.
Requirements
- Relevant trade apprenticeship, HNC/HND, or equivalent technical qualification.
- Extensive offshore construction and commissioning experience within the oil and gas industry.
- Previous experience in a supervisory or leadership role managing multidisciplinary offshore workforces.
- Strong understanding of:
- UKCS offshore operations
- Brownfield modifications
- Permit to Work systems
- SIMOPS management
- Construction work packs
- Commissioning processes
- Management of Change procedures
- Current offshore certification including:
- BOSIET/FOET
- MIST
- OGUK Medical
