Operational Control Centre (OCC) Controller

Location: Gloucester Salary: £35,000 per annum plus benefits Schedule: Rota-based, including evening, night shifts, and weekends (typically 12-hour shifts, 4 days on/3 days off, with flexible working options available)

As an OCC Controller within our Justice and Immigration team, you will play a key role in delivering end-to-end operational support for the Prisoner Escort and Custody Services (PECS) contract. You will collaborate closely with colleagues across the South of England to plan, coordinate, and monitor high-stakes movements—ensuring safety, welfare, and compliance at every stage.

Your work will have a direct and meaningful impact on our colleagues and customers, ensuring a safe, trusted, and reliable service operates around the clock. This critical role requires sharp decision-making, calm leadership, and the ability to thrive in fast-paced, unpredictable environments.


What You’ll Do

As an OCC Controller, you will be responsible for:

  • Leading and supporting operational processes that contribute to contract delivery and performance across adult and CYP services.
  • Planning and scheduling PECS resources for custody transports, ensuring alignment with:
    • CSOP (Custody Service Operations Plan)
    • SOP (Standard Operating Procedures)
    • Contractual performance targets, including:
      • Timely delivery to court
      • Collections, late returns, lockouts
      • Inter-Prison Transfers
  • Making welfare-prioritised decisions for both crew and custody service users.
  • Ensuring efficient resource utilisation, including:
    • Fleet management
    • Crew hours and breaks
    • Driving requirements
  • Building strong, trust-based relationships with key internal and external stakeholders, such as:
    • HMCTS (Her Majesty’s Courts and Tribunal Service)
    • HMPPS (Her Majesty’s Prison and Probation Service)
    • Custody suites, prisons, PMU (PrisonManage Unit), and vehicle bases
  • Communicating effectively to resolve operational issues logically and defensibly.
  • Maintaining operational compliance with Health and Safety Group Operating Standards.
  • Fostering a positive working environment and contributing to continuous improvement initiatives.
  • Supporting and training colleagues in best practice and systems.

Does This Sound Like You?

Essential success criteria include: ✔ Excellent verbal and written communication skills ✔ Strong problem-solving and interpersonal capabilities ✔ Competency in complex IT systems—comfortable working in data-driven environments ✔ Ability to prioritise duty-of-care for vulnerable individuals in high-security settings


Vetting and Checks

  • An Enhanced DBS check will be required, including details of spent and unspent convictions, cautions, and relevant police records.
  • Occupational Health Questionnaire to be completed for support and programme eligibility.
