Job Summary
We're looking for an experienced and influential leader to join us as an Operational Readiness Manager at the NHS Business Services Authority (NHSBSA). You'll provide expert leadership, assurance and specialist dental knowledge that will help shape the future of NHS dental services. As a senior leader, you'll play a pivotal role in the Transforming Dental Systems (TDS) Programme.
This is a unique opportunity to use your extensive NHS dental operational, policy and systems expertise to support a nationally significant programme. You'll work with senior stakeholders across NHS England, DHSC, suppliers and providers, helping to mitigate key programme risks, influence decisions and ensure the successful delivery of transformational change that will benefit patients, providers and the wider NHS.

Main duties of the job
As an Operational Readiness Manager, you'll play a key role in supporting the successful delivery of the Transforming Dental Systems (TDS) Programme during its most critical phase.
Key responsibilities include:
- Acting as a subject matter expert on NHS dental operations, policy and systems
- Supporting testing, operational rehearsals, implementation and go-live activities.
- Providing expert advice on design decisions, business rules and future operating models.
- Building strong relationships with NHS England, DHSC, commissioners, suppliers, providers and other stakeholders.
- Supporting supplier onboarding, transition planning and operational readiness activities.
- Identifying and mitigating programme and operational risks.
- Leading stakeholder engagement and supporting informed decision-making.
- Driving knowledge transfer, capability building and succession planning.
- Working collaboratively across programme, operational, digital and service teams.
- Contributing to governance forums, assurance reviews and Board reporting.

Job Description
Job responsibilities
- Setting and working to clear targets and objectives that demonstrate a detailed understanding of internal and external NHS strategies and reflect external stakeholder changing requirements for the range of services we deliver.
- Working collaboratively with others, building relationships, communicating, and negotiating at the highest levels to identify opportunities and enhance and deliver strategic business plans through development of proposals which promote synergy and maximise efficiency. These relationships will include the Department of Health and Social Care, other government departments, NHSE&I, NHSX and other relevant partners.
- Developing and transforming processes and systems Directorate wide, to ensure effective and efficient solutions are delivered that complement each service and that are progressive and meet user needs.
- Effectively leading the Primary Care Services Change Programme being responsible for the overall programme and the complex landscape, making decisions regarding the prioritisation of the delivery of the individual projects alongside Digital, Insight and Technology Leads; resolving resource conflicts and escalating where appropriate.
- Alongside the relevant Head of Service, lead the delivery of client-initiated change. Facilitate the change process for the Head of Service and help manage the client/NHSBSA change interface.
- Ensuring that benefits carry through from business case to project to operational business budget management.
- Providing expert strategic guidance and leadership in respect of all policy implementation within Primary Care Services by collecting system requirements and proposing recommendations that satisfy stakeholders.
- Ensuring that NHSBSA Primary Care Services Business Rules are regularly revised and that changes to systems are made in line with developments in regulations and which allow us to meet our compliance obligations.
- Contributing to ensuring that the strategy of Primary Care Services is aligned to relevant NHS direction through continually monitoring NHS and Government policy landscapes to identify and recommend potential future developments to the Director of Primary Care Services.
- Actively engage with, listen to and seek views of staff and key stakeholders to influence and improve service delivery.
- Planning the delivery of service objectives including identifying interdependencies, managing risks, modelling impacts on the wider organisation and Primary Care Services, determining resource requirements and building contingency where necessary.
- Motivating, training and developing a specialist team in Primary Care Services that deliver change and service improvement in a challenging environment.
- Deputising for Director of Primary Care Services at relevant Boards/meetings.

Skills
Personal Qualities, Knowledge and Skills Essential
- Significant knowledge of the mechanism of Government, the Department of Health and the NHS, specifically - structure, governance, procedures, financial flows and protocols.
- Experience of working at a strategic level developing new services to meet business need.
- Able to identify and influence different approaches to working practices.
- In depth understanding of the NHSBSA's business operations, change management and financial management.
- Ability to exceed customer's expectations and their requirements with demonstrable high levels of customer satisfaction and relationship management success.
- Proven leadership skills and Business and Commercial awareness.
- Excellent communication skills and the ability to effectively convey complex information and negotiate in a succinct and professional manner.
- Able to actively participate in multiple diverse programmes and project priorities at the same time.
- Ability to be persuasive and have the ability to influence.
- Encourage innovation in others.
- Is personally effective, displaying a positive and logical approach to problem solving.
- An analytical and strategic thinker.
Desirable
- Detailed understanding of NHS pharmacy contracts and the supporting regulations and policies
- Detailed understanding of the data, systems and operations underpinning the NHSBSA's Primary Care Service
Experience Essential
- Extensive and relevant senior level management experience within the public or private sector.
- Extensive experience of managing complex, multi organisational project and programme delivery
- Managing a client/service delivery interface.
- Participating in decision taking at senior level.
- Production of business plans/business cases.
- Extensive experience of building effective working relationships with a wide range of internal and external stakeholders to maintain strategic relationships.
- Business development and safely onboarding/growing new services
- Matrix management skills/managing across functional/organisational boundaries, including leading a team.
Desirable
- Experience of transformational change management bringing about sustained performance improvement..
- Leading and managing client/customer focused improvement programmes.
- Leading and managing significant organisation/functional change programme.
- Delivery of services and the development of services through partnership with internal and third party providers.
Qualifications Essential
- Relevant professional qualification.
- Educated to degree level (or equivalent) in a discipline requiring analytical skills or relevant experience

- Educated to Masters level or equivalent
