Role Title: Operational Resilience Consultant

Summary of the role:

Seeking an experienced Operational Resilience Consultant to support the design, implementation, and enhancement of Operational Resilience programmes for clients across the UK Financial Services sector. The successful candidate will have hands-on experience delivering FCA/PRA Operational Resilience requirements and will work closely with client stakeholders to establish compliant, sustainable, and practical resilience frameworks.

The role requires expertise in identifying Important Business Services (IBS), defining impact tolerances, mapping end-to-end dependencies, facilitating scenario testing, and embedding operational resilience into business processes. The consultant will engage with senior client stakeholders, deliver regulatory change initiatives, and provide strategic and operational guidance across multiple client engagements.

As part of your duties, you will be responsible for:

  • Lead the delivery and implementation of FCA/PRA Operational Resilience programmes across Banking, Insurance, and other Financial Services clients.
  • Facilitate the identification and assessment of Important Business Services (IBS), impact tolerances, critical resources, and end-to-end service mapping.
  • Design and implement Operational Resilience frameworks aligned to FCA/PRA SS1/21, industry best practices, and client operating models.
  • Conduct operational resilience maturity assessments and develop remediation roadmaps to address regulatory and operational gaps.
  • Plan and facilitate scenario testing exercises, simulation workshops, and lessons learned reviews to validate resilience capabilities.
  • Support clients in embedding Operational Resilience into governance, risk management, change management, third-party risk, and business operations.
  • Develop governance frameworks, policies, standards, operating procedures, MI dashboards, and executive reporting for senior leadership and Board-level committees.
  • Collaborate with business, technology, cyber security, operational risk, business continuity, and third-party management teams to strengthen enterprise resilience.
  • Support regulatory reviews, internal audits, client assurance activities, and responses to FCA/PRA regulatory requests.
  • Manage BAU Operational Resilience activities, including:
    • Annual reviews of Important Business Services and Impact Tolerances
    • Maintaining service mapping and critical dependency documentation
    • Tracking resilience vulnerabilities, incidents, near misses, and remediation actions
    • Coordinating annual scenario testing and resilience exercise schedules
    • Delivering stakeholder training and awareness sessions
    • Monitoring compliance with Operational Resilience governance requirements
  • Mentor junior consultants and promote Operational Resilience best practices across project teams.

Qualifications and experience we consider to be essential for the role:

  • 8–10 years of experience delivering Operational Resilience, Business Continuity, Operational Risk, Enterprise Risk, or related consulting engagements within Financial Services.
  • Strong understanding of the insurance value chain and how Operational Resilience is embedded is highly desired.
  • Demonstrable experience implementing FCA/PRA Operational Resilience requirements for UK-regulated firms.
  • Strong understanding of FCA/PRA Operational Resilience regulations, including Important Business Services, Impact Tolerances, Service Mapping, and Scenario Testing.
  • Experience delivering Operational Resilience programmes across client organisations.
  • Good knowledge of Business Continuity Planning (BCP), Disaster Recovery (DR), Third-Party Risk Management, and Operational Risk frameworks.

  • Familiarity with Digital Operational Resilience Act (DORA) and its relationship to UK Operational Resilience requirements is desirable.
  • Experience supporting regulatory inspections, internal audits, and assurance reviews.
  • Excellent stakeholder management skills with the ability to influence senior executives and facilitate workshops.
  • Strong analytical, problem-solving, presentation, and communication skills.
  • Experience developing governance documentation, policies, procedures, operating models, and executive reporting.
  • Ability to manage multiple client engagements simultaneously while delivering high-quality outcomes.
