Operational Resilience Contractor

A fast-growing, entrepreneurial financial services business is seeking an experienced Operational Resilience contractor to design, implement, and embed its Operational Resilience Framework, ensuring compliance with FCA requirements and alignment to group standards.

This is a hands-on second-line role combining independent oversight and challenge with the practical delivery required to hit regulatory milestones. The successful contractor will act as the central subject-matter expert for Operational Resilience, interfacing with Group Risk, the Board, and regulators where required. It suits someone comfortable operating in a lean, scaling environment where framework build sits alongside day-to-day embedding.

Key Responsibilities

Framework Ownership

  • Design and implement the Operational Resilience Framework in line with FCA requirements and group policy.
  • Lead identification and mapping of Important Business Services, documenting end-to-end processes, dependencies, and third-party arrangements.
  • Define and calibrate impact tolerances, securing Board understanding and approval.
  • Establish proportionate governance, reporting, and escalation mechanisms.
  • Integrate operational resilience with existing risk, outsourcing, business continuity, and third-party risk frameworks.

Regulatory Delivery

  • Drive the programme to meet all applicable FCA operational resilience milestones.
  • Act as primary point of contact for Operational Resilience in regulatory interactions, alongside the Compliance Lead.
  • Ensure self-assessments, documentation, and Board attestations are robust and regulator-ready.
  • Monitor regulatory developments (including third-party/CTP considerations) and adapt the framework accordingly.

Scenario Testing

  • Design and oversee severe-but-plausible scenario testing across Important Business Services.
  • Ensure testing is proportionate and generates meaningful insight into vulnerabilities.
  • Track remediation and provide independent second-line challenge to first-line planning and outputs.

Incident & Crisis Integration

  • Align Operational Resilience with Business Continuity, Incident Management, and Crisis Response.
  • Provide second-line oversight of incident response and post-incident reviews, ensuring lessons learned feed back into control improvements.

Governance & Reporting

  • Own Operational Resilience reporting to the Risk Committee and Board.
  • Provide risk-based insight on resilience exposure, vulnerabilities, and regulatory readiness.
  • Support Board understanding of impact tolerances, residual risk, and strategic trade-offs.

Embedding

  • Deliver targeted training and awareness to embed resilience principles across the business.
  • Influence senior stakeholders so resilience is built into product, outsourcing, and strategic decisions.

Essential Experience

  • Strong working knowledge of the FCA Operational Resilience regime and its practical implementation.
  • Track record implementing or materially enhancing operational resilience frameworks within a regulated financial services environment.
  • Experience within a second-line risk function providing independent oversight and challenge.
  • Credible engaging senior leadership and governance committees.
  • Ability to translate complex regulatory requirements into pragmatic, proportionate frameworks.
  • Structured delivery discipline and strong stakeholder management.
  • Comfortable in a growing, entrepreneurial environment.

Desirable

  • Insurance or commercial-lines distribution experience.
  • Outsourcing, third-party, or technology risk knowledge.
  • Relevant qualification (IRM, ICA, CII, or equivalent).
