Overview of project/role
London Underground is one of the world’s most famous metro systems and is responsible for more than 3.5 million passenger journeys a day. It has 11 lines covering 402km and serving 270 stations. During peak hours, more than 500 trains are in operation.
The Operations Liaison Planning Engineer (Power Planning) reporting to Power Operations Manager, acts as the critical interface between the London Underground (LU) Power Planning department, multidisciplinary project delivery teams, and external stakeholders.
This role ensures that all capital investment, maintenance, and upgrade projects safely and efficiently integrate with London Underground's high-voltage and low-voltage power infrastructure. The primary focus is to safeguard operational network resilience while proactively facilitating project delivery through expert technical support and rigorous document review in alignment to company policies and procedures.
Key Accountabilities
- Ensure planned activities are forecast, scheduled, committed, issued, distributed, and closed in a timely manner at the required intervals, with records archived as required.
- Coordinate planning meetings that aim to implement agreed project delivery programmes with the relevant projects and stakeholders.
- Attend HV Power sites alongside project representatives to assess site readiness, evaluate access/outage challenges, and ensure field teams fully understand operational constraints.
- Review and formally endorse multi-discipline Work Method Statements, Risk Assessments (RAMS), to guarantee all proposed site activities strictly adhere to LU safety standards and operational parameters.
- Manage and supervise the booking of access to the railway system via central electronic systems and possessions, resolving clashes with other departments to maximise resource utilisation and project achievement.
- Work in collaboration with the Technical Planning Engineers and deputise for the Planning Engineer as required.
- Provide operational advice relating to the release of Power assets to projects and third parties

Skills, Knowledge & Experience
Skills
- Good communication skills and stakeholder management skills
- Ability to work on own initiative with minimal supervision
- Ability to adapt to changing deadlines and prioritise work appropriately
- Good verbal and numerical reasoning skills (Essential)
- Ability to hold a safety critical / LV1 license (Essential)
- Attention to Detail (Essential)
- Strong IT literacy, able to quickly adopt and understand new systems (Essential)
Knowledge
- Knowledge of P&E power distribution network and locations under its control (Essential)
- Knowledge of HV/LV Safety Rules and their application on the network.
- Knowledge of using associated planning and reporting tools (Essential)
- A good understanding of Microsoft Dynamics (Desirable)
- An ONC or equivalent in Electrical Engineering - Power (Desirable)
- Excellent working knowledge of Microsoft Office Software (Essential)
- Good working knowledge of power and electrical assets and the overall Network dependencies for running the operational railway (Essential)
Experience
- Experience of outage planning and scheduling work, preferably in an operational engineering environment (Highly Desirable)
- Experience in undertaking risk assessments and determining risk controls and mitigations (Desirable)
- Experience in adhering to various Policies, Procedures and Safety Rules (Desirable)
- Experience at producing reports, presentations and report writing (Essential)
- Experience of working within an Electricity Network in a railway environment (Highly Desirable)
- Experience of working as a member of a team with shared objectives (Desirable)

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
