Operations Manager, Secure Technical Operations

Location: On-site, Milton Keynes area

Contract: 18 months

Rate: Up to max £566.21 per day (Umbrella - PAYE)

Working pattern: Full-time, on-site

Clearance: DV clearance required, or ability to obtain DV clearance

IR35: Inside IR35


An opportunity has arisen for an experienced Operations Manager to support the launch, mobilisation and ongoing operational delivery of a secure technical product environment for a confidential public sector organisation. This is a high-profile contract assignment suited to an operational leader who can bring structure, pace and governance to a complex, secure and stakeholder-led environment. The successful candidate will be responsible for developing and implementing operational plans, establishing scalable processes, supporting launch readiness, and ensuring that the operation is set up for effective long-term delivery.

You will work closely with senior stakeholders and technical specialists to define operational requirements, manage risk, implement governance, and ensure that processes, documentation and reporting are robust, compliant and fit for purpose. The role will also involve leading and developing a specialist team, identifying skills and resource requirements, supporting continuous improvement, and embedding a culture focused on quality, service excellence and operational performance.

This role would suit a candidate with a strong background in operational leadership within a complex, technical, secure or highly regulated environment. You may have worked in defence, government, critical infrastructure, secure facilities, technical product delivery, complex service operations or another environment where governance, security, compliance and stakeholder confidence are essential.

Key Responsibilities

  • Developing and implementing operational plans to support the launch and in-life management of secure technical products.
  • Designing efficient, scalable and compliant operational processes.
  • Establishing clear governance, roles, responsibilities and performance measures.
  • Leading technical specialists and building a high-performing operational team.
  • Managing resources, budgets, risks, documentation and reporting.
  • Driving continuous improvement, service excellence and operational effectiveness.
  • Working with senior stakeholders to provide updates, insight and recommendations.
  • Supporting readiness for audit, compliance and operational assurance.
  • Ensuring delivery standards are maintained across safety, quality, security and regulatory expectations.

Requirements

The successful candidate will have:

  • A strong track record in operational leadership.
  • Experience managing service delivery in a complex operating environment.
  • Experience leading technical specialists, product delivery teams or equivalent disciplines.
  • Strong stakeholder management skills, including the ability to influence and negotiate at senior level.
  • Experience delivering against KPIs, service measures and performance targets.
  • Business planning, forecasting, resource planning and budget management experience.
  • A continuous improvement mindset and the ability to streamline workflows.
  • The ability to operate effectively under pressure in a structured, compliance-led environment.
  • Experience supporting product life cycle activity, customer engagement or operational mobilisation would be advantageous.

Due to the nature of the assignment, this role is on-site only in the Milton Keynes area. Candidates must be British citizens only, have lived in the UK for at least two of the last five years, and either hold or be eligible to obtain DV security clearance.

This is an excellent opportunity for an experienced Operations leader to play a key role in shaping a secure, specialist operation from launch through to effective business-as-usual delivery.
