What's the role about?
This role sits at the heart of organisational improvement.
You'll lead our Organisational Development function, working with leaders, managers, elected members and partners to understand what's working well, where challenges exist and what needs to change to help the organisation succeed.
Some of the work will be highly visible. You might be helping senior leaders think differently about organisational culture, supporting a major transformation programme or shaping the future of leadership development across the council.
At other times, you'll be drawing on workforce insight, listening to employee feedback and spotting patterns that help us understand where investment, support or intervention is needed.
At the centre of it all, you'll be helping the organisation make better decisions about its people, leadership and future direction.
This is a role with genuine breadth, influence and impact. The work you do won't just shape the employee experience, it will help strengthen the organisation's ability to deliver for the residents of North East Lincolnshire.
What will your day look like?
One day, you could be facilitating a conversation with senior leaders about the culture needed to deliver the council's ambitions over the next five years.
The next, you might be working alongside colleagues to design a talent programme that helps future leaders grow, analysing workforce insight to identify emerging risks, or supporting a major service transformation to ensure people remain engaged and supported throughout change.

Who are we looking for?
We're looking for someone who combines strategic thinking with practical delivery.
You'll be someone who is naturally curious, commercially minded and able to see the connections between people, performance and organisational outcomes. Just as importantly, you'll know how to work with people to bring about lasting change.
You'll be comfortable operating in complex environments, building credibility quickly and having conversations that challenge thinking whilst maintaining strong relationships.
You might currently be leading organisational development, transformation, change or workforce improvement activity within a large organisation. You may have experience in the public sector, although we're equally interested in people who can bring fresh perspectives and transferable expertise.
What matters most is your ability to see the bigger picture, help people navigate change with confidence and turn ambition into meaningful outcomes.
Above all, we're looking for someone who believes that great organisations are built through great people and who is excited by the opportunity to help shape both.
