OT Functional Architect – Water & Utilities (SCADA/IT-OT Convergence)

About the Role

The OT Functional Architect operates at enterprise and practice level to translate operational realities within water and utilities environments into robust functional and non-functional requirements for enterprise SCADA and IT-OT convergence solutions. This role ensures:

  • Safe, operable, maintainable, and resilient solution designs
  • Scalable transformation across multi-site estates with minimal operational disruption

Key Responsibilities

  • Lead OT capability discovery

    • Conduct enterprise and site-level assessments of PLC, SCADA, HMI, control strategies, alarm philosophies, interlocks, and safety constraints
    • Capture and model operational processes across the asset lifecycle (commissioning, maintenance, incident response, overrides, escalation, and ICC-to-site handover)
  • Define technical requirements

    • Develop functional and non-functional requirements for remote monitoring and control, including:
      • Authorisation models
      • Auditability
      • Fallback modes
      • Resilience expectations
    • Assess migration constraints in brownfield environments, considering:
      • Cutover strategies
      • Downtime tolerances
      • Rollback requirements
      • Legacy/vendor limitations

  • Optimise deployment strategies

    • Create site categorisation models (considering criticality, complexity, and connectivity)
    • Conduct readiness assessments to inform phased enterprise rollouts
  • OT functional authority

    • Bridge IT and OT convergence initiatives, ensuring alignment between:
      • Operational needs
      • Solution architecture
      • Delivery approaches

Your Profile

Essential Qualifications

  • Hands-on OT/ICS engineering experience within water or utilities, with:
    • Direct exposure to PLC and SCADA integration, commissioning
    • Operating safely in regulated environments
  • Proficiency in brownfield estate transformation across multi-vendor OT landscapes
  • Strong stakeholder management (operations, engineering, leadership)
  • Awareness of emerging IT-OT technologies and architectural patterns

Key Strengths

  • Expertise in safe change, alarm management, and operational governance
  • Ability to translate operations into clear functional requirements and architectural inputs
