PURPOSE OF CONSULTANCY
This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).
PAHO aims to design, implement, and document reports and dashboards to complement and exploit the data captured in the Member State Portal to facilitate the analysis and tracking the Member State’s demand, procurement and financial activities and create an integrated reporting framework that automates the production of core financial statements from the Trial Balance and ensures consistency between financial statements, notes, and underlying accounting data. To support these objectives, PAHO intends to engage a Business Intelligence Consultant with strong expertise in financial reporting, Power BI, and ERP-based data environments.
DESCRIPTION OF DUTIES
Position Type: International PAHO Consultant Band B
Duration: estimated 5 months (from 1-Aug-2026 to 31-Dec-2026)
Pay Range: Daily rate between $258-$314
Scope of Work
Regional Revolving Funds
Deliverable RRF-1. Cold Chain Power BI Report: Develop Cold Chain analytics reporting to support the Cold Chain catalog/module: prepare reporting‑ready datasets and deliver a Power BI dashboard that supports the module’s decision logic (including specification capture, structured product details, and workflow concepts discussed in design sessions).
Scope

Data preparation in SQL / Data Warehouse
- Structure Cold Chain catalog data so it can be stored and rendered consistently (discussion includes capturing product specs and using structured data formats that can be saved to a database and used to generate pages).
- Prepare curated reporting tables/views for Cold Chain items, categories, and key attributes needed for analytics and downstream visuals (aligned to the Cold Chain module’s data capture requirements).

Report development in Power BI
- Build Cold Chain dashboard pages to reflect catalog/module priorities and “guided decision” needs (including how details/specifications are presented).
- Ensure report design aligns with broader program direction and examples (UNICEF model for cold chain catalogue visualization concepts).

UAT
- Conduct UAT with stakeholders involved in Cold Chain design and module evolution (design discussions include prototype review, mockups, and iterative refinements).
- Capture issues, refine visuals/logic, and validate that the report supports the intended workflow concepts.
Deliverable RRF-2. Claims Power BI Report: Prepare the analytics foundation and reporting deliverable for Claims, aligned to the digitalization roadmap.
Scope

Data preparation in SQL / Data Warehouse
- Translate agreed Claims process definitions and key fields into a reporting‑ready structure (tables/views) once the Claims module data is available.
- Prepare integration points for end‑to‑end tracking as the Claims workflow is standardized across funds (RF/SF) and teams.

Report development in Power BI
- Build Claims report pages (status, volumes, root causes/categories, processing timelines, others) aligned to the standardized process documentation being assembled.
- Ensure visuals are “management‑ready” and compatible with the broader portal reporting ecosystem as intended in the roadmap discussions.

- Create UAT checklist and execute UAT with cross‑functional representatives once the system data is available.
- Iterate based on UAT feedback and process clarifications.
Deliverable RRF-3. Business Intelligence Platform Enhancements: Covers recurring technical enhancements and operational support activities across the Business Intelligence platform, including Workday reporting, Data Warehouse development, SQL engineering, Member State Portal (MSP), Supplier Collaboration Portal (SCP), Cold Chain, Claims and Power BI solutions. The objective is to continuously improve reporting capabilities, data quality, system performance, automation, and operational continuity while supporting evolving business requirements.
Scope

Workday Reporting
- Develop new Workday custom reports.
- Modify and enhance existing Workday reports.
- Configure report parameters, calculated fields, prompts, filters, and security.
- Support report validation, testing, and production deployment.

SQL & Data Warehouse Development
- Design and develop SQL tables, views, stored procedures, and SQL Agent jobs.
- Enhance Data Warehouse models supporting analytics and operational reporting.
- Optimize SQL performance and improve data processing efficiency. Implement new data integration logic and backend enhancements.

Power BI & Reporting Support
- Develop and enhance Power BI reports and dashboards.
- Implement new business calculations, KPIs, and analytical features. Improve report performance and usability.
- Support row-level security (RLS), semantic models, and data refresh processes.

Member State Portal & Supplier Collaboration Portal Support
- Develop backend SQL components supporting new portal functionality. Support data preparation for new portal modules and reporting features.
- Implement enhancements required for operational processes and portal analytics. Assist with testing and deployment of portal-related developments.

Technical Operations & Production Support
- Investigate and resolve production issues, data discrepancies, and reporting defects.
- Support deployments across Sandbox, UAT, and Production environments.
- Perform data validation and troubleshooting activities. Coordinate technical changes with business and ITS stakeholders.

Technical Advisory & Continuous Improvement
- Participate in technical workshops, design sessions, and stakeholder meetings.
- Provide technical guidance on reporting architecture, SQL solutions, and data models.
- Document implemented enhancements and technical solutions. Perform ad hoc development and support activities based on evolving business priorities.
Deliverable RRF-4. Consolidation of RRF Dashboards & Reports: This deliverable addresses the consolidation and rationalization of existing RRF dashboards and reports to reduce duplication, improve clarity, and support a more coherent reporting landscape. The work focuses on understanding current report usage, identifying overlaps, and providing actionable recommendations for a streamlined and sustainable dashboard architecture.
The outcome will support better governance, reduced maintenance effort, and clearer consumption of RRF analytics.
Scope
- Inventory existing RRF dashboards and reports across platforms.
- Analyze overlaps, redundancies, and functional duplication among reports.
- Use the PAHO – Metrics Report to assess current usage patterns and identify under‑utilized or redundant dashboards.
- Engage with stakeholders as needed to validate findings and assumptions.
- Develop recommendations for a streamlined reporting structure, including:
- Suggested consolidation or retirement of reports
- Clear delineation of purpose per dashboard
- High‑level recommended dashboard architecture

FRM
Deliverable FRM-1: Integration of Notes to the Financial Statements: The consultant shall design and implement a structured approach to integrate the notes to the financial statements with the underlying accounting data and financial statements in order to ensure that changes in the Trial Balance are reflected automatically in the corresponding notes to the maximum extent possible. The objective is to achieve maximum feasible integration, recognizing that not all disclosures can be fully automated (Documenting assumptions, limitations, and manual intervention points to ensure transparency and auditability).
Deliverable FRM-2: Power BI Dashboard Fine-Tuning and Visualization & Training: The consultant shall review and enhance existing monthly Power BI reports, focusing on:
- Improving clarity, usability, and readability of tables and visuals;
- Enhancing graphs and visualizations to support financial analysis and management interpretation;
- The consultant shall provide structured training and documentation to ensure the sustainability of the solution in the long term.
- Implement row-level security in Power BI using Azure AD groups.
- Create technical documentation for dataflows, models, and dashboards.
- Develop end-user guidance (short manual / training session for FRM staff).
Deliverable FRM-3: PCM Monthly Power BI Reports, including:
- Capitalization,
- Advance payments,
- Year-to-date comparison,
- Aging,
- LC orders in process,
- Trial Balance reconciliation,
- Statement of Accounts reconciliation.
Qualifications and Requirements
- 7 years of experience managing IT projects
- Bachelor´s degree in Computer Science or other related field from an accredited institution
- Strong background on the improvement of business processes and applications for enterprises procurement functions
- Strong technical skills in systems analysis, gathering requirements, system documentation and management of systems implementation projects
- Strong customer facing and communications skills, ability to work collaboratively and communicate effectively with a wide range of users, business owners, and high-level stakeholders.
- Proven knowledge of Business Intelligence practices, PowerBI, Microsoft Data Warehousing and Data management.
- Strong experience in data transformation, data visualization, KPIs and Scorecards.
- Fluency in English
- Desirable: working knowledge of Spanish
Technical Skills
- Knowledge of Azure tools and services centred around data and analytics (Data Lake, Data Factory, Azure Databricks, Azure SQL, Azure Functions, Azure DevOps, Azure Key Vault, Azure Bot Service, etc.).
- Experience as Power BI developer with Power Query, DAX and SQL skills.
- Strong experience with data warehousing ETL / ELT processes development using Azure Data Factory.
- Experience working with REST APIs and bringing data from REST APIs from multiple sources.
- Knowledge of IDE tools such as MS Visual Studio.
- Knowledge of other applications of the Power Platform is desirable (Power Apps, Power Automate, Power Virtual Agents).
- Knowledge of Power BI Semantic is desirable.
- Technical knowledge of Workday Financials and reporting capabilities desirable
