Programme Manager – PAM / CyberArk
Location: Kingswood, Surrey (Hybrid – 1 days onsite)
Contract: 6-month initial contract (Outside 1R35)
The Role
We are looking for an experienced Programme Manager to lead a Privileged Access Management (PAM) programme for a leading financial services organisation.
The programme will focus on the delivery and ongoing improvement of the organisation's PAM capability, working across CyberArk, infrastructure, cloud and security teams to strengthen privileged access controls across the technology estate.
This is a senior programme leadership role requiring someone who can manage complex, security-focused transformation programmes, engage senior stakeholders and drive delivery across multiple technical workstreams.
Key Responsibilities
- Lead the end-to-end delivery of a large-scale PAM programme across a complex financial services environment.
- Manage multiple technical workstreams covering privileged access, infrastructure, applications and cloud environments.
- Drive the implementation, remediation and enhancement of PAM controls using CyberArk.
- Work closely with Cyber Security, IAM/PAM, Infrastructure, Cloud, Engineering and Application teams.
- Establish and maintain programme plans, milestones, dependencies, RAID logs and governance structures.
- Manage programme risks, issues and dependencies, ensuring appropriate mitigation and escalation.
- Provide regular programme reporting and updates to senior stakeholders and governance forums.
- Coordinate delivery across internal teams, technical owners and third-party suppliers.
- Ensure programme deliverables remain aligned with security, risk, regulatory and operational requirements.
- Drive remediation activity where privileged access controls or processes do not meet defined standards.
- Support programme governance, ensuring decisions, actions and delivery commitments are clearly documented and followed through.
- Manage programme-level change, dependencies and resource requirements.
- Ensure successful transition of programme deliverables into operational teams.

Essential Skills & Experience
- Proven experience as a Programme Manager delivering complex technology or cyber security programmes.
- Strong experience delivering PAM, IAM or privileged access transformation programmes.
- Proven experience working with CyberArk within an enterprise environment.
- Experience managing multiple technical workstreams and complex dependencies.
- Strong stakeholder management experience, including engagement with senior technology and security leadership.
- Experience working within highly regulated environments, ideally financial services.
- Strong understanding of cyber security, access controls, infrastructure and enterprise technology environments.
- Proven experience managing risks, issues, dependencies, governance and programme reporting.
- Strong communication, leadership and organisational skills.

Desirable Skills & Experience
- Experience delivering PAM programmes across cloud and on-premise environments.
- Knowledge of CyberArk components and enterprise PAM architecture.
- Experience working with IAM, Active Directory, cloud privileged access or identity governance.
- Experience within banking, financial services or another highly regulated industry.
- Experience managing regulatory, audit or security-driven remediation programmes.
- Previous experience managing large-scale transformation or technology change programmes.
