Parking Enforcement Officer

East Staffordshire Borough Council

Are you looking for a part-time role that gets you out from behind a desk? Join East Staffordshire Borough Council as a Parking Enforcement Officer and help keep our Council-owned car parks safe, accessible and fair for residents, businesses and visitors.

You will spend much of your time out in the borough, working independently while being supported by a team of five officers, including a supervisor. From helping customers understand parking rules to recording contraventions and reporting faults, every shift brings a different mix of practical tasks and public contact.

What you’ll do:

  • Patrol Council-owned car parks and issue Penalty Charge Notices when parking orders are contravened.
  • Speak with members of the public, explain regulations and provide a calm, courteous and helpful service.
  • Use a hand-held device to record information accurately, including photographs or video where required.
  • Carry out basic maintenance and replenishment of pay-and-display machines and report defects or maintenance issues.
  • Prepare records, witness statements and case files, and attend court when required.
  • Work with colleagues, Council Members and partners including Staffordshire County Council and the Police when needed.

What you'll bring:

You may already work in enforcement, a local authority, security, customer service or another public-facing role. What matters is that you can apply rules fairly, communicate clearly and remain professional when situations are challenging.

  • Strong communication and observational skills, with the ability to record information clearly and accurately.
  • A calm, professional approach when managing conflict or challenging behaviour.
  • The ability to work independently and as part of a team.
  • Basic IT skills and confidence using mobile technology.
  • GCSE Grade C/4 or equivalent in English and Maths.
  • A full driving licence, as the role covers the whole of East Staffordshire Borough.
  • The ability to undertake foot patrols, carry equipment and work outdoors in all weather conditions.

You will need relevant experience from a local-authority enforcement environment or a similar setting, experience of working with residents, community groups or the public, and an understanding of applicable law and practice. Parking-enforcement experience is welcomed, and a Civil Enforcement qualification, hand-held computer training or conflict-management training would be advantageous.

Hours and working pattern

14.8 hours per week on a rota providing cover between 7am and 8pm, Monday to Sunday. The rota includes weekends, Bank Holidays and the period between Christmas and New Year. The rota gives you a clear part-time commitment while offering variety across different days and times.
