Parking Services Manager – Harlow District Council
Location: Harlow
Full time, Temporary
6 Month Contract
£15.00 PAYE / £19.21 Umbrella

Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Parking Services Manager.
Please note that this post requires the successful individual to be based on site 4 days per week.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
Job Purpose:
To manage all aspects of Harlow Council’s car parks, permits and external operations with the North Essex Parking Partnership (NEPP). Such operations include, car park inspections, financial reporting of car park revenue and permit management, contract management for Off Street car parks with NEPP, creation and publication of Off Street Traffic Regulation Orders, all of which are required to deliver a high quality parking infrastructure service for the public.
The Role:
The role will also act as a conduit to the North Essex Parking Partnership (NEPP), ensuring services relating to On and Off-Street Traffic Regulation Orders (TRO’s) are implemented within Harlow, and handling of ad hoc enquiries from members of the public. This includes the annual review, assessment and implementation of local parking schemes submitted to Harlow and monitoring of the Off Street Car Parks Agreement.
Duties Include but Not Limited to:
Car Park Management
- Ensure that car parks are fit for purpose and fully functional for their operational hours according to their Traffic Regulation Orders (TRO’s), including management of parking machines, tariff boards, surfacing, signage, lighting etc.
- All lost property found by employees or the public within the boundaries of car parks shall be recorded in the lost property log and dealt with in accordance with the appropriate policy and procedure.
- Process any requests for CCTV footage for car parks must be in accordance with procedures set out within the Council’s General Data Protection Regulations (GDPR) policies.
- Undertake monthly inspections of car parks according to the car park inspection schedule, logging any repairs issues required and actioning repairs in line with budgets.
- Be responsible for the health and safety of all users of car parks, including contractors, implementing and enforcing the relevant standards applicable.
- Issuing of all permit types to users of car parks in line with Council procedures and Traffic Orders, including the withdrawal of permits where appropriate and in consideration of the Operations Manager. The issuing of permits also includes the raising of the appropriate invoices and annual reminders for permit renewals.
- Management of car park transactions, whether cash or cashless, ensuring that cash is collected, or cashless transactions are paid to the relevant Council accounts.
- Management and issuing of staff car park/MiPermit permits for employees of Harlow Council, including the invoicing of non-Council staff i.e. contractors/agents and working with the Facilities Manager of the Civic Centre to cancel/activate staff passes. This includes the sending of annual reminders to staff for permit renewals.

North Essex Parking Partnership (NEPP)
- To work with the North Essex Parking Partnership (NEPP), to ensure services relating to On and Off-Street Traffic Regulation Orders (TRO’s) are implemented within Harlow in accordance with the relevant On-Street and Off-Street Agreements.
- Advise the Operations Manager, and/or Assistant Directors/Directors, of any matters that require escalation to the NEPP Client Officer meetings and the impact it may have on the Council ahead of the Joint Committee.
- To manage the conditions of contract for the Off-Street Agreement with NEPP, ensuring that both parties are carry out their obligations.
- Review, assess and evaluate parking schemes for both On-Street and Off-Street and proceed with implementation (Off Street only) where appropriate and in accordance with Council and NEPP policies.

Budget Monitoring
- Produce, upon request, all statistical information relating to the financial operations of the Sustainable Transport Interchange, Car Parks, Parking Permits and Penalty Charge Notices (via NEPP).
- Prepare summary reports for the Operations Manager of invoices raised to the relevant bus operator, company or parking users, including staff.
- To undertake other duties as required by the Operations Manager, Assistant Director of Environment and other Directors.
The experience you will bring:
Essential
- A full current driving licence is required which must have been valid for at least 12 months.
- Competent driving skills.
- Computer literate to include the Microsoft office package and able to create reports and spreadsheets.
- Knowledge in the use of Chipside, Flowbird, MiPermit or other appropriate software packages.
- Comprehensive knowledge of both parking enforcement legislation and moving traffic offence enforcement legislation including the ongoing development of best practice and case law.
- Significant experience in the running of day to day operations of a parking service, including in parking permit administration.
- Ability to produce reports based on financial data as part of regular budget monitoring processes.
Desirable
- Experience of the implementation of staff parking policies in major employers with multi-site location.
- Relevant professional or equivalent degree level qualification or equivalent relevant experience and be an accredited member of the British Parking Association.
