About The Role
A London local authority seeks an experienced Parking Services Officer (PCN) for its Parking Services team on a full-time temporary contract. The post holder will process and respond to Penalty Charge Notice correspondence, including challenges, representations and appeals, ensuring decisions comply with the Traffic Management Act 2004 and associated parking legislation. Duties also cover managing parking bay suspensions and temporary waivers, plus supporting financial administration. The officer will liaise with internal teams, contractors, enforcement agents, and external stakeholders. Strong written communication, attention to detail, and sound knowledge of parking regulations are essential. The rate is £22.00 to £22.24 per hour.

The role will also involve managing parking bay suspensions and temporary parking waivers, supporting financial administration within Parking Services, and working closely with internal teams, contractors, enforcement agents, and external stakeholders.
This is an excellent opportunity for someone with strong parking enforcement, PCN processing, or local authority parking services experience who is confident interpreting legislation and making evidence-based decisions.
Key Responsibilities
- Investigate and process correspondence relating to the issue of Penalty Charge Notices (PCNs) throughout the enforcement process.
- Assess and determine challenges and formal representations, accepting or rejecting cases in accordance with relevant legislation, policies, and procedures.
- Ensure PCNs and associated correspondence are processed accurately and within all relevant statutory timescales.
- Liaise with London Tribunals and determine which cases should be contested at adjudication.
- Prepare comprehensive case files and supporting evidence for tribunal hearings.
- Attend adjudication hearings where required and represent the Council's position professionally.
- Ensure all stages of the PCN recovery and enforcement process are administered accurately and efficiently.
- Authorise parking bay suspensions and issue temporary parking waivers in accordance with agreed procedures.
- Liaise with relevant internal departments, contractors, and stakeholders regarding parking suspensions, waivers, and related matters.
- Assist with basic financial administration, including PCN, Pay & Display, and Resident Visitor Permit (RVP) reconciliations and refunds.
- Contribute to the Parking Service's quality management processes and ensure work is completed to agreed standards.
- Identify opportunities for service improvement and contribute to the continuous development of Parking Services.
- Provide wider support across the Parking Service and undertake Customer Services Officer duties when required.
- Maintain accurate records and ensure decisions and actions are properly documented.
- Work collaboratively with colleagues, contractors, enforcement agents, and other relevant stakeholders to resolve issues and support effective service delivery.
- Ensure compliance with relevant legislation, regulations, Council policies, and procedures.
- Promote equality, diversity, and inclusion across all areas of work.
- Support the Council's wider commitments to addressing the climate and ecological emergency.
- Undertake any other duties appropriate to the grade and responsibilities of the position.

- Thorough knowledge of the Traffic Management Act 2004 and associated traffic and parking legislation.
- An understanding of the PCN enforcement process, including challenges, representations, appeals, and adjudication.
- Experience assessing evidence and making balanced, defensible decisions based on legislation, policy, and procedure.
- Ideally, experience dealing with London Tribunals and preparing cases for adjudication.
- Good knowledge of parking enforcement processes and statutory timescales.
- Strong written communication skills, with the ability to produce clear and accurate correspondence.
- Excellent attention to detail and the ability to manage a high volume of cases while maintaining accuracy.
- Strong analytical, problem-solving, and critical-thinking skills.
- Good IT skills, including experience using Windows, Microsoft Excel, PowerPoint, and databases.
- Strong organizational skills and the ability to prioritize competing workloads and deadlines.
- A customer-focused approach with the ability to communicate professionally with residents, customers, and stakeholders.
- The ability to interpret legislation, policies, and procedures and apply them consistently.
- The confidence to liaise with internal and external stakeholders and explain decisions clearly.
