Full Time / 37 Hours Per Week / 2x Permanent
Leicester City Council is seeking three exceptional Partnerships and Delivery leads to join the Systems, Performance and Quality team. These are exciting roles that will help coordinate the delivery of programmes and partnership working across the SEND and Education division.
These roles form a key part of Leicester City's wider system of change, ensuring that partnership working, performance excellence and service improvement remain at the heart of our ambitions for children and young people. This is an opportunity to play a key role in driving improvement across the SEND and Education division, supporting the delivery of strategic priorities, reform and transformation programmes, inspection activity, and multi-agency improvement initiatives.
Working closely with senior leaders, partners and stakeholders, you will help ensure that services are evidence led, outcome focused and deliver positive change for children, young people and their families.
We are looking for people who understand that sustainable change comes not from creating new services, but from helping existing services work better together. If you can build relationships, influence partners, interpret local intelligence and bring people together around a shared vision for inclusion, this is an opportunity to help shape a new way of working across Leicester's SEND system.
You will coordinate programme activity, analyse performance and impact data, develop robust evidence bases, and produce high quality reports and briefings to inform decision making at both operational and strategic levels.
What You'll Be Doing
- Supporting the delivery of SEND and Education programme workstreams, including strategic improvement plans, reform activity and inspection readiness
- Monitoring programme progress, identifying risks and issues, and ensuring appropriate escalation and resolution
- Conducting detailed research, analysis and evaluation to assess service performance, delivery and impact
- Developing and maintaining evidence frameworks, performance dashboards, delivery plans and tracking systems
- Producing business cases, options appraisals, impact assessments, reports, presentations and briefings for senior leaders, boards and partnership groups
- Analysing quantitative and qualitative data to identify trends, risks, opportunities and areas for improvement
- Working collaboratively with education, health, social care and wider partners to support integrated service delivery and system improvement
- Supporting compliance with statutory SEND and Education requirements and contributing to continuous improvement activity
- Representing the Council at meetings, partnership forums, consultation events and other stakeholder engagements
- Providing professional advice and guidance on programme delivery, evidence, performance and improvement activity

About You
We're looking for someone who is passionate about improving outcomes for children and young people and who can combine strong analytical skills with excellent relationship management abilities.
Essential Requirements
You will be able to demonstrate:
- Experience of successfully supporting or delivering complex programmes, projects or service improvement initiatives
- Experience of analysing, interpreting and presenting complex data and evidence to support decision making
- Strong report writing and presentation skills, with the ability to communicate complex information clearly to a range of audiences
- Experience of developing performance monitoring, impact measurement or programme tracking processes
- Excellent organisational skills, with the ability to manage multiple priorities and work to competing deadlines
- Strong stakeholder engagement and partnership working skills
- Ability to identify risks, solve complex problems and develop practical solutions
- Knowledge of performance management, evaluation and continuous improvement methodologies
- Proficiency in Microsoft Office applications, including Excel, PowerPoint and Word

Desirable Requirements
- Knowledge and understanding of SEND legislation, policy and statutory processes.
- Experience within local government, education, health, social care or related public sector environments
- Understanding of inspection frameworks, service improvement planning and programme governance
- APM, PRINCE2 or equivalent project management qualification

Salary: GBP44,253 - GBP47,665 Per Year
Package: Total benefit value (includes pension contribution and full holiday entitlement): GBP64,694
