The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.
The agency is made up of c.1600 staff working across two main centres and peripatetically across the UK and abroad.
The agency consists of Corporate, Partnerships, Transformation, Governance, Communications & Engagement, Scientific Research & Innovation, Healthcare Quality & Access, Safety & Surveillance and Technology groups.
About The Division
The MHRA Communications and Engagement Group builds and maintains trust with the Agency’s key audiences, including patients and the public, health and care professionals, industry, arm’s-length bodies and partners across the health system. Using data, evidence and insight, we develop and deliver integrated communications and engagement strategies that support the Agency’s strategic priorities, operational objectives, transparency, patient safety and public health.
As the focal point for communications and engagement across the MHRA, we provide strategic advice, insight and expertise to support effective decision-making and manage organisational risk. We work collaboratively across the organisation to plan and deliver a wide range of activities, including customer engagement, media relations, safety communications, patient and public involvement, staff engagement and the promotion of MHRA services, ensuring patients and the public remain at the heart of our work.
This role sits within the MHRA’s Patient and Public Involvement and Engagement (PPIE) team. The team leads the delivery of the Agency’s strategic PPIE plans and acts as the MHRA’s centre of expertise for patient and public involvement and engagement.
The team supports colleagues across the Agency to design and deliver high-quality, inclusive and proportionate involvement and engagement activities that enable patient and public perspectives to inform regulatory decision-making. It provides expert advice, develops organisational capability and, where appropriate, directly delivers or commissions PPIE activity that supports major corporate priorities and strategic programmes.
Job Description
To develop, lead and co-ordinate the MHRA’s PPIE with its diverse range of stakeholders, including industry, patients and the public, healthcare professionals, academic and research.
- Identify, build and maintain relationships with patients, public contributors and key stakeholders, facilitating meaningful two-way engagement to ensure their insights and experiences influence MHRA work and strategic priorities.
- To proactively identify and deliver opportunities to work in partnership with stakeholders on, for example, engagement and campaigns.
Key Responsibilities And Results Areas
- Act as a lead PPIE adviser for corporate priorities, providing strategic guidance, challenge and support to programme teams, senior leaders and partners to ensure that engagement and involvement are embedded within the delivery of organisational objectives.
- Lead the design, delivery and evaluation of patient, public and stakeholder involvement and engagement activities, ensuring approaches are meaningful, inclusive and proportionate to organisational needs.
- Excellent communication and interpersonal skills both written and oral, with the ability to accurately and confidently communicate, influence and challenge staff and external contacts at all levels.
- Advise colleagues on high-profile confidential and sensitive engagement issues, many of which involve understanding of complex issues, development of engagement strategies and approaches, as well as engagement with senior internal and external stakeholders.
- Play a role in the Communications and Engagement Group’s account management system as required.
- Build and maintain excellent working relationships with diverse groups of people, with the ability to quickly establish credibility and work effectively with other teams and senior colleagues both from inside and outside an expert organisation.
- To review and evaluate progress across all areas of responsibility on a regular basis.

Person specification
- Senior level experience of developing patient, public and stakeholder engagement strategies, and delivering complex engagement programmes using a range of tools and techniques, drawing on an understanding of customer and business insight.
- Extensive experience of managing stakeholder relationships, especially in relation to the public and patients. This may be the context of research or in a policy environment.
- Strong project management skills, with the ability to lead engagement projects involving cross-organisational and external team members. Including ability to anticipate potential risks, handle any unanticipated problems and develop and communicate solutions to achieve successful resolution whilst delivering a high standard of customer service
- You will be able to think strategically, looking at the bigger picture and considering wider factors when making decisions. You will understand the long-term implications of actions, anticipate future challenges, and ensure your work supports organisational priorities and objectives.

- Candidates must be Degree Educated and it is essential that candidates have relevant experience of this position.
Alongside your salary of £60,778, Medicines and Healthcare Products Regulatory Agency contributes £17,607 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides (opens in a new window).
- Annual Leave: 25 days annual leave on entry, rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff. PLUS 8 bank holidays
- Privilege Leave: 1 day
- Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
- Occupational Sick Pay (OSP): One month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months full pay/five months half pay
