Contract: Initial 3-Month Contract
Working Pattern: Full-Time, 3 Days per Week in the Office
Pay Rate: £243.52 per day PAYE or £319.12 per day Umbrella
Reed is delighted to be partnering with the City of London Corporation to recruit an experienced Pay & Reward Manager for an exciting interim opportunity within its People & HR function.
This is a fantastic opportunity for a reward professional to take ownership of a high-profile reward portfolio within a complex and dynamic organisation. Working closely with senior leaders, HR colleagues, and key stakeholders across the Corporation, you will lead the delivery of pay and reward activities, provide expert advice on complex reward matters, and drive strategic reward initiatives that support organisational objectives.
The successful candidate will combine strong technical reward expertise with excellent stakeholder management skills and the ability to lead projects, influence decision-making, and deliver meaningful improvements across the reward function.
The Role
As Pay & Reward Manager, you will be responsible for leading and developing the organisation's pay and reward agenda, ensuring that policies, processes, and practices are fair, effective, and aligned with organisational priorities.

You will provide expert guidance on a broad range of reward matters, including pay structures, allowances, job evaluation, benefits, contractual terms, and reward governance. In addition, you will lead reward-related projects and provide strategic insight to senior stakeholders through robust analysis and data-driven recommendations.
This role will also include direct line management responsibility for the HR Reward Analyst and oversight of reward-related project activity.
Key Responsibilities
- Lead the delivery and continuous improvement of pay, reward, and benefits processes across the organisation.
- Provide expert advice and guidance on complex reward, pay, benefits, and contractual matters.
- Lead the organisation's Job Evaluation framework, ensuring consistency, fairness, and effective governance.
- Develop and review reward policies, frameworks, and practices in line with organisational objectives and market trends.
- Produce high-quality analysis, reporting, and reward insights to support senior decision-making.
- Lead reward-related projects and transformation initiatives from planning through to implementation.
- Work closely with Payroll, Finance, HR colleagues, and senior leaders to ensure effective reward delivery.
- Build and maintain strong relationships with internal and external stakeholders, including Trade Union representatives where required.
- Manage, coach, and develop the HR Reward Analyst, ensuring the effective delivery of team objectives.
- Present recommendations and updates to senior management and governance groups.

Previous experience within the public sector, local government, or a similarly regulated environment would be advantageous, although applications from other sectors are welcomed.
