The Housing Executive is now recruiting for Payroll and Employee Benefits Managers to join their team.

Ref: 2026-123
Grade: Band 7
Salary: £45,091 - £51,356
Directorate: Finance, Audit and Assurance
Reports to: Shared Services Managers – Payments and Payroll
Location: 2 Adelaide Street, Belfast, BT2 8PB

Job Purpose

In this role, you will manage the Payroll team, providing an efficient and effective payroll service to 3,000+ employees, processing and monitoring Travel claims, ensuring that all HMRC employment related requirements are met, and overseeing payment of staffing agencies.

NIHE operate a single monthly payroll using Zellis -Resourcelink – as the HR/Payroll System. Travel claims are processed using Selenity Expenses which is a self-service system. There is an experienced team managing payroll and the team is staffed to support processing and management of all employee payments, benefits and oversight of agency payments.

  • Possess a recognised qualification in UK payroll, accredited by the Chartered Institute of Payroll Professionals, relevant degree or equivalent.
    AND
    Have at least a minimum of three years managing a payroll function, within the last five years, with a minimum of 100+ employees.
    OR
    Candidates without the above qualifications but have a minimum of 5 years’ experience in payroll processing with at least 2 years in a supervisory or managerial roles, with a minimum of 100+ employees.

  • Have at least the require number of years, as per point 1 in each of the following:

    • Excellent technical payroll skills covering all aspects of Payroll, in depth knowledge of HMRC and other legislation.
    • Experience in computerised payroll systems and the use of MS Office, especially intermediate / advanced excel skills.
    • Managing a payroll system, resolving complex issues, developing functionality and maximising benefits.
