Role Description

The Payroll Contract Manager – Umbrella, PEO, CIS & Payroll Bureau is a full-time hybrid role based in Portsmouth, with some flexibility to work from home. This role oversees end-to-end payroll processes for umbrella, PEO, CIS, and bureau services, ensuring accuracy, compliance, and timely payments for temporary workers and agency clients.

  • Managing contracts and service agreements
  • Monitoring payroll workflows
  • Resolving complex payroll queries related to taxes, deductions, and benefits
  • Liaising regularly with agencies and contractors
  • Providing guidance on payroll legislation
  • Maintaining clear, professional communication
  • Identifying process improvements
  • Supporting compliance audits
  • Collaborating with internal teams to uphold high service standards

Qualifications

  • Strong proficiency in Payroll Administration and Payroll Management, with experience handling multiple payroll models (Umbrella, PEO, CIS, bureau).
  • Knowledge of Garnishments and Payroll Taxes, including statutory deductions, tax codes, and regulatory requirements.
  • Understanding of Employee Benefits, including holiday pay, pension schemes, and other contractor reward structures.
  • Experience in managing client relationships, contracts, and service-level agreements within a payroll or financial services environment.
  • High attention to detail, strong numerical skills, and proficiency with payroll software and Microsoft Office tools.
  • Ability to interpret payroll legislation, communicate complex information clearly, and support compliance and audit activities.
  • Proven organizational and time-management skills, with the ability to work independently and in a collaborative team setting.
  • Relevant professional qualification or demonstrated experience in payroll, accounting, or finance; industry certifications are an advantage.
