Payroll Manager

Location: Waltham Forest

Contract: Permanent

Salary: £54,267 - £57,402 per annum

Job Description

Service Care Solutions are recruiting on behalf of a local authority in Waltham Forest for a Payroll Officer to join the team on a permanent basis. The postholder will take ownership of the payroll and pension services, acting as the subject matter expert, making informed decisions, managing risk and serving as the key escalation point for complex issues. You will contribute to a significant transformation programme, modernising payroll processes.

Key Responsibilities

  • Leading and developing a high-performing Payroll team, with continuous improvement and customer service being focus points.
  • Oversee end-to-end payroll delivery, ensuring accurate, timely and compliant processing through Oracle Payroll, including BACs, reconciliations, deductions, overpayments and statutory requirements.
  • Lead year-end activities, including P60s, P11Ds, and ensuring accurate administration of Local Government and Teachers’ Pension schemes, ensuring compliance with National Minimum Wage, Living Wage and other legislative requirements.
  • Drive payroll transformation and service improvement, strengthening controls, automating processes, improving efficiency and enhancing employee experience.

Candidate Criteria

  • CIPP qualified or significant relevant experience managing end-to-end payroll within a complex organisation, and leading, coaching and development experience.
  • Strong technical knowledge of legislation, taxation, pensions and statutory reporting requirements.
  • Experienced in the use of Oracle Payroll or similar system, with knowledge of Local Government and/or Teaches’ Pension schemes.
  • Analytically minded, with problem solving and reconciliation skills, with excellent communication and stakeholder management skills.
