Payroll Manager

About the Role:

Hold end-to-end ownership of payroll across the United Kingdom, Ireland, Germany, Italy, France, the Netherlands, Belgium, Spain, Portugal, Hungary, Austria and Switzerland, acting as the final escalation point for payroll failures, compliance risks and regulatory issues. Depending on experience, the scope may also include Bulgaria.

  • Ensure payroll is processed accurately, on time and in full compliance with local labour law, payroll tax and statutory requirements every cycle.
  • Oversee payroll onboarding of new hires, ensuring complete and accurate set-up in Deel ahead of the first pay run.
  • Oversee statutory registrations and de-registrations with tax, social security and other authorities for new hires, leavers and job changes in each country in scope.
  • Ensure employment changes (contract amendments, transfers, salary changes, terminations) are reflected accurately and on time in Deel and related systems.
  • Coordinate with HR Operations and Deel to keep employee payroll data complete, consistent and compliant across HR and payroll systems.
  • Bring payroll operations with our newly implemented global payroll provider Deel to a stable state across all countries in scope; complete any remaining country migrations.
  • Refine and fine-tune payroll processes, calendars, controls and hand-offs between HR, Finance and Deel to improve accuracy, efficiency and consistency.
  • Maintain and strengthen the global payroll governance framework, including clear RACI across HR, Finance, Tax, Country Managers and Deel.
  • Ensure controlled, auditable processes for payroll inputs, validations, approvals, bonuses, commissions and exceptions, with full audit-readiness and clear documentation.
  • Strengthen data integrity and system-based controls, including integrations between Deel, HRIS, finance systems, commission tracking and benefits platforms.
  • Own vendor governance, SLAs and issue resolution with Deel; drive resolution of recurring issues through root-cause analysis.
  • Partner with Finance, Accounting and Tax to validate payroll tax treatments, manage statutory filings and resolve complex cross-border or variable pay issues.
  • Act as the primary payroll contact for Finance, HR, Country Managers and senior leadership; align stakeholders on payroll timelines, responsibilities and controls.
  • Provide accurate payroll data and reporting for monthly close, accruals, budgeting, forecasting and audits.
  • Proactively identify and mitigate payroll-related regulatory and financial risks.
  • Support the governance of employee benefits and ensure their accurate processing through payroll.
  • Maintain payroll SOPs and process documentation and ensure they are consistently applied.
  • Lead, develop and coach the payroll team.

What You Bring:

  • 10+ years of payroll experience, including significant depth in international, multi-country payroll and several years in a leadership role.
  • Proven experience operating payroll across multiple European jurisdictions, including several of the countries in scope; experience with Italy, France and Germany is a strong advantage; experience with Bulgaria is a plus.
  • Strong knowledge of payroll tax, statutory compliance and labour law interactions, including new-hire and leaver statutory registration requirements.
  • Experience with commission-heavy or variable pay structures.
  • Experience with global payroll platforms (Deel strongly preferred) and with stabilising and optimising payroll operations after a system implementation.
  • Demonstrated experience designing, implementing and maintaining payroll governance, controls and approval frameworks.
  • Experience in regulated, high-risk environments such as fintech, financial services or payments is a significant advantage.
  • Comfortable operating at senior leadership level and challenging stakeholders where payroll controls or compliance are at risk.
  • Strong sense of ownership, accountability and risk awareness; structured, detail-oriented and audit-focused, with the ability to think long-term.
  • Able to bring discipline, predictability and trust to payroll operations.
  • Fluent English (written and spoken); additional European languages are strong advantage.
