Contract: Temporary for 3 months

The Role

We are looking for an experienced Payroll & Pensions Officer to join a busy local authority payroll team. You will be responsible for the accurate and timely processing of payroll for a large and complex workforce, ensuring compliance with HMRC legislation, pension regulations, and council policies. Experience using Oracle Payroll is essential.

Key Responsibilities

  • Process end-to-end payroll for council employees, ensuring accuracy and adherence to payroll deadlines.
  • Maintain employee payroll records within the Oracle Payroll system, including starters, leavers, contract changes, and statutory payments.
  • Calculate and process overtime, allowances, deductions, salary sacrifice schemes, and retro payments.
  • Administer statutory payments including SSP, SMP, SPP, and relevant HMRC submissions.
  • Manage payroll queries from employees, managers, HR, and external stakeholders.
  • Process pension contributions and deductions, including Local Government Pension Scheme (LGPS) requirements.
  • Reconcile payroll reports and undertake payroll checks to ensure data accuracy.
  • Support payroll year-end activities, including P60 production and reconciliation processes.
  • Ensure payroll compliance with HMRC legislation, employment law, and council policies.
  • Assist with payroll system testing, process improvements, and Oracle upgrades where required.

Person Specification

  • Proven payroll experience within a local authority, public sector, or large complex organisation.
  • Strong working knowledge of Oracle Payroll.
  • Understanding of payroll legislation, taxation, National Insurance, and statutory payments.
  • Experience processing LGPS pension deductions and contributions.
  • Excellent attention to detail and ability to work to strict deadlines.
  • Strong communication and customer service skills.
  • Ability to handle confidential information with discretion.
  • CIPP qualification or equivalent payroll training desirable.
