Pension Leads (TPS / LGPS Project Specialists) | 11331 | Multiple Fixed Term Contracts until 31 December 2027 | Up to 37 hours per week | £35,570 to £37,563 per annum (pro rata where applicable) (Scale H) | County Hall, Norwich / Remote Working

About the role

We are recruiting a number of specialist Pension Leads to join a dedicated Pension Improvement Team working across our Teachers' Pension Scheme (TPS) and Local Government Pension Scheme (LGPS) administration services.

These are specialist technical roles designed to support pension administration improvement, service recovery and operational development activities. Whilst the roles are titled "Pension Lead", they are not people-management or supervisory positions and do not carry direct line management responsibilities.

Instead, successful candidates will act as subject matter experts within their area of specialism, taking ownership of technical workstreams, leading improvement activities and helping drive successful project outcomes. The roles require individuals who can provide technical leadership, champion best practice and influence change through expertise rather than formal management responsibility.

Working as part of a dedicated project team, you will collaborate with colleagues across Payroll and Pension Administration to strengthen services, improve processes and enhance operational resilience.

About the opportunities

We are seeking experienced pension professionals with a range of specialist skills and expertise to support the delivery of pension administration improvement and operational development activities across our TPS and LGPS administration services.

Successful candidates will be matched to roles based on their experience, technical knowledge and areas of specialism.

We are particularly interested in candidates with expertise in one or more of the following areas:

  • Teachers' Pension Scheme (TPS) administration
  • Local Government Pension Scheme (LGPS) administration
  • Challenging pension casework and technical enquiries
  • Pension calculations, statutory returns and compliance
  • Process improvement, systems and controls
  • Data quality, reconciliations and quality assurance
  • Pension legislation, governance and regulatory requirements
  • Oracle Fusion and/or Oracle E-Business Suite (EBS)

About you

These are specialist pension positions and are not trainee, supervisory or line management roles.

Applicants must be able to demonstrate:

  • Extensive technical expertise in the Teachers' Pension Scheme (TPS), the Local Government Pension Scheme (LGPS), or both.
  • Significant practical experience in pension administration.
  • A strong understanding of pension legislation, scheme regulations and compliance requirements.
  • Experience handling challenging technical pension enquiries and casework.
  • Strong analytical, problem-solving and organisational skills.
  • In-depth knowledge of excel, formula and macros. 
  • Comfortable using AI tools such as Copilot.
  • The ability to work independently whilst contributing to wider project objectives.
  • Excellent communication and stakeholder management skills.
  • A commitment to delivering high-quality outcomes and continuous improvement.

Project Team Approach

These roles form part of a dedicated Pension Improvement Team established to deliver a significant programme of pension administration improvement and development across NCC's TPS and LGPS services.

Although each role will bring a different specialist skillset, team members will work collaboratively towards shared project outcomes and will support one another in delivering improvements across the wider service.

As this is a project-based team, we are ideally looking for successful candidates to commence employment at broadly the same time to support team induction, knowledge sharing and programme mobilisation. Individual notice periods and existing commitments will, of course, be taken into consideration.

Working arrangements

These are Norwich-based hybrid positions with a predominantly remote working pattern.

Most duties can be undertaken remotely, and we welcome applications from experienced pension professionals across the UK. Travel to Norwich or other locations will only be required where necessary for meetings, training, project activity or operational requirements. Routine office attendance is not expected.

Whilst this opportunity is currently fixed term there is potential for the role to become permanent should there be a business need.
