Pension Administration Assistant Manager | Fixed Term Contract / Secondment
Opportunity until 31 December 2027 | 37 hours per week | £41,177 to £43,149 per annum | Grade J | Norwich / Remote Working
About the role
Norfolk County Council is seeking an experienced pensions professional to lead a significant programme of pension administration improvement and service stabilisation across our Teachers' Pension Scheme (TPS) and Local Government Pension Scheme (LGPS) administration services.
Reporting to the Head of Payroll, you will lead a team of specialist Pension Leads, providing technical leadership across a range of improvement, recovery and transformation activities. You will be responsible for co-ordinating multiple concurrent workstreams, ensuring delivery against agreed objectives and supporting the continual development of pension administration processes, systems and controls.
This role requires an individual with extensive technical pensions knowledge, strong leadership capability and the ability to drive complex work programmes involving multiple stakeholders.
Key responsibilities
- Leading and managing a team of specialist Pension Leads.
- Providing expert technical guidance across TPS and LGPS administration.
- Planning, co-ordinating and monitoring multiple project workstreams.
- Managing risks, dependencies and delivery milestones.
- Reporting progress, outcomes and performance to senior stakeholders.
- Driving process improvement, operational efficiency and service resilience.
- Ensuring compliance with pension legislation, scheme regulations and organisational policies.
- Working collaboratively with colleagues across payroll, pensions, HR, finance, systems support and external pension providers.
- Supporting the development of sustainable processes, controls and operational procedures.
About you
You will be an experienced pensions professional with significant knowledge of pension administration and pension legislation.
We are looking for someone who can demonstrate:
- Extensive experience within pension administration.
- In-depth technical knowledge of the Teachers' Pension Scheme (TPS), Local Government Pension Scheme (LGPS), or both schemes.
- Experience leading specialist teams, projects or service improvement programmes.
- Strong stakeholder management and communication skills.
- The ability to manage multiple priorities and deliver against competing deadlines.
- Experience developing and improving pension administration processes and controls.
- Strong analytical and problem-solving skills.
- Excellent organisational and planning abilities.
- A proactive, collaborative and solutions-focused approach.

This is a specialist technical management role and is not suitable for candidates without significant pension administration experience.
Working arrangements
This is a Norwich-based hybrid role with a predominantly remote working pattern.
Most duties can be undertaken remotely, with attendance in Norwich or other locations required only where necessary for business requirements. Routine office attendance is not expected.
Whilst this opportunity is currently fixed term, there is potential for the role to become permanent should there be a business need.
