Role Summary
Surrey County Council is seeking an experienced Pensions Finance Manager to support the delivery of financial management, reporting, governance, and operational excellence for the Surrey Pension Fund. The role will lead a small finance team and provide specialist expertise across pension fund accounting, financial controls, budgeting, reporting, and stakeholder engagement within the Local Government Pension Scheme (LGPS).
Key Responsibilities
- Lead the Finance Team in delivering accurate and timely pension fund financial operations.
- Support preparation of the annual Pension Fund Accounts and Annual Report.
- Maintain effective financial controls, reconciliations, and governance processes.
- Monitor budgets, forecasts, cash flow, and financial performance of the Pension Fund.
- Provide financial analysis and recommendations to senior stakeholders.
- Work with auditors, actuaries, investment managers, custodians, employers, Pension Committee, and Local Pension Board.
- Identify and deliver process improvements and digital initiatives.
- Manage, coach, and develop team members to ensure high-quality service delivery.

Essential Experience & Skills
- Strong experience in pension fund finance, LGPS, public sector finance, or similar environments.
- Knowledge of pension accounting, statutory reporting, and financial governance.
- Experience preparing or supporting annual accounts and financial statements.
- Strong analytical skills with the ability to interpret complex financial information.
- Experience managing budgets, forecasts, reconciliations, and financial models.
- Previous team management and stakeholder engagement experience.

Qualifications
- Professional accounting qualification preferred:
- CIPFA
- ACA
- ACCA
- Degree or equivalent professional experience in finance/accounting.
