Role
The People and Culture Administrator (Training & Compliance) provides administrative support for organisational learning, workforce competency, and compliance activities. The role is responsible for coordinating training programmes, maintaining qualification and certification records, monitoring compliance requirements, and supporting workforce development initiatives. The post holder plays a key role in ensuring that employee training, competency, and compliance records remain accurate, current, and audit-ready.
Key Accountabilities/Responsibilities
Competency, Certification, and Compliance Administration
- Maintain accurate records of qualifications, licences, certifications, competency evidence, and mandatory compliance training.
- Monitor certification expiry dates, renewal requirements, and completion of required learning and development activities.
- Ensure evidence of qualifications, training, and compliance documentation is collected, appropriately stored, and kept current.
- Maintain workforce competency matrices and provide reports, dashboards, and updates to support managers in monitoring team compliance.
- Support internal and external audits by maintaining audit-ready records that meet client, industry, and regulatory requirements.
- Ensure IR35 processes are followed, including status determination checks, record-keeping, and escalation of unclear outcomes.
- Escalate overdue training, certification, and compliance requirements to managers in a timely manner.
- Administer the transfer of employee data onto relevant systems, ensuring information is accurately recorded, securely stored, and maintained in line with GDPR, data protection, and internal retention requirements.

Training Administration
- Coordinate all internal and external training activity.
- Book employees onto training courses and development programmes.
- Liaise with training providers regarding dates, attendance, and certification.
- Manage training schedules and course calendars.
- Coordinate leadership, management, and soft skills development programmes.
- Support induction and mandatory training delivery.
Learning and Development Support
- Support employee development initiatives.
- Coordinate apprenticeship, graduate, and professional development programmes.
- Administer learning management system records where applicable.
- Gather and maintain training feedback and evaluation data.
- Support career development and talent initiatives through effective administration.

HR Administration Support
- Provide broader HR administrative support where required.
- Assist colleagues and managers with training and compliance queries.
- Work collaboratively with the wider People team to ensure consistent service delivery.
Education and Experience
- Previous experience in administration, HR administration, learning and development administration, or compliance administration.
- Experience maintaining training records, qualification databases, or certification registers.
- Excellent attention to detail.
- Strong organisational and planning skills.
- Ability to manage multiple deadlines and renewal dates.
- Proficient in Microsoft Office and HR systems.
- Experience within construction, property, engineering, or regulated environments desirable.
- CIPD Level 3 desirable, but not essential.
